Pathways towards decarbonisation of the transport sector in Moldova

With the support of the IKI, the Ministry of Infrastructure and Regional Development in Moldova held a workshop on restructuring public transport and on the development of scenarios for decarbonisation of the transport sector.

The event brought various actors from the transport sector together. Representatives of the Ministry of Infrastructure and Regional Development (MIRD), the National Agency for Road Transport (ANTA), the European Bank for Reconstruction and Development (EBRD) and experts from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Moldova attended the event.

The workshop offered a platform for in-depth discussion on the improvement of public transport, regulatory framework conditions and potential approaches to the decarbonisation of the sector. The aim was to identify specific possibilities for the improvement of public transport and to jointly develop various scenarios for the future of the transport system in Moldova up to 2050.

Ongoing support through the IKI project

The proportion of emissions attributable to the transport sector in Moldova is high at 18.4 percent (2020). In addition to a high level of dependence on fossil fuels, the antiquated infrastructure and ageing vehicle fleets belong to the major challenges facing the sector.

In view of Moldova's approaching accession to the European Union, the country is due to invest substantially in infrastructure, which provides the opportunity to support the transformation of the transport sector. In line with the “EU Green Deal” and similar initiatives, it is essential to ensure that future investments and decisions promote the objective of climate neutrality.

In this context, the project "Pathways towards decarbonisation of the transport sector in Moldova” targets the identification of priority areas for decarbonisation and trends within the transport sector for the next 25 to 30 years. The overall project objective is to provide predictions and assessments of the transport sector with the aim of decarbonisation of the transport sector and integrating them into national planning and actions in Moldova.

The project is part of the overall programme entitled “Capacity Development for Climate Policy in the countries of South East and Eastern Europe, South Caucasus and Central Asia (CDCPIII[KB1] )”, which is funded by the International Climate Initiative.

Since 2017, the programme has been supporting Moldovan partners in the development of implementation provisions for the new law governing industrial emissions, and in strengthening the technical capacities of the members of the Moldovan negotiation delegation for the UNFCCC process.

Outlook

Given the international efforts to reduce CO2 emissions and combat climate change, extensive investments are resulting in significant possibilities for the decarbonisation of the transport sector in Moldova. Moldova's commitment in this field contributes to the protection of the environment and to the mitigation of climate change. Strengthening the knowledge base and promoting common platforms dedicated to climate-friendly mobility and decarbonisation play a decisive role here.
