Viet Nam Nature-based Solutions for Adaptation in Agriculture through Private Sector Transformation (VN-ADAPT) Programme
With much of its population reliant on agriculture, Viet Nam is highly vulnerable to climate change. ‘Nature-based solutions’ (NbS) can be suitable and cost-effective adaptation options. This project takes an innovative approach by focussing on market-based solutions and development of inclusive value-chains in partnership with the private sector. By partnering with a range of companies the project will accelerate the adoption of these solutions by farmers and cooperatives in their supply chains. Underlying barriers will be addressed, including better data and evidence, stronger public-private dialogues, enhanced institutional capacity and a more supportive policy and enabling environment for NbS for adaptation. A network of banks and impact investors will be supported to invest in and lend to households and companies needing finance, and the project will mobilise more investment by influencing design of forthcoming development loans and blended finance facilities.

State of implementation/results
- Conducted desk research and scoping analyses of national and local financial institutions and investors in the Mekong Delta and Central Highlands, and prepared a sustainable budgeting approach.
- Reviewed relevant databases and decision support systems on agriculture, water resources, hazards, and climate change in the target regions of the Mekong Delta and Central Highlands.
- Analysed existing water resource management models to identify suitable models for hazard and climate vulnerability and risk assessments in the two project regions.
- Updated GeoServer applications, including the deployment of front-end apps, tailored to management concerns in the two regions.
- Identified five CMIP6 models that best reflect precipitation and maximum temperature variables in the local climate of the Mekong Delta.
- Supported by IUCN’s headquarters, raised awareness of the potential for Other Effective Area-based Conservation Measures (OECMs) in agricultural landscapes to help meet Vietnam's 30x30 target in the new Global Biodiversity Framework, which attracted strong interest from the Ministry of Agriculture and Rural Development (MARD).
- Developed and published a summary on the status of OECMs in Vietnam in collaboration with GIZ, providing insights into ongoing efforts to recognize OECMs.
- In 01/2025, ADB hired IUCN to assess the growing number of NbS typologies. This builds on and contributes to the rapid assessment of agricultural Nature based Solutions (NbS) in the Mekong Delta and Central Highlands completed by IUCN in 01/2024.
- From 09/2024 to 10/2024, in cooperation with the consortium, the Project Owner/Vietnam Institute of Meteorology, Hydrology, and Climate Change (IMHEN) organized consultation meetings with relevant departments of MONRE, MARD, and six target provinces to revisit and adjust project activities after a one-and-a-half-year delay and to propose suitable management structures. The results were integrated into the updated Draft Project Document required by Decree No. 114/2021/ND-CP for submission to the Ministry for appraisal and approval.
