Thai-German Climate Change Policy Programme
Thailand’s NDC commits the country to a number of ambitious mitigation targets while also picking out the sectors of energy, transport and waste management as key areas for climate adaptation. Successful implementation of these targets will require improvements to individual and organisational capacities, and to cooperation between ministries and agencies. The project helped Thailand to anchor these NDC targets into five relevant sector plans. The project also helped with NDC implementation at the subnational level, the establishment of an MRV system, the mobilisation of resources for NDC implementation and expanding the country’s international partnerships. The programme also promoted the mainstreaming of climate change policy into the sector ministries and at the subnational level. The project acted as a point of contact and liaison between the various IKI projects in Thailand.

State of implementation/results
- Project completed.
- TGCP Climate Policy: TGCP organized an event in August 2022 to conclude the climate policy component and increase public awareness of climate. Project achievements included:
- the development of a concept for Thailand's carbon neutrality by 2050 and net zero GHG emissions target by 2065;
- the development of the Thailand Climate Change Act;
- the development of an adaptation strategy plan and database;
- the development of 10 climate-sensitive provincial development plans;
- Development of climate resilience indicators in priority sectors for adaptation;
- Analysis of the financing needs of Thailand's NDC and NAP.
- TGCP-Energy:
- The "Energy Catalogue" website created by the project is a knowledge sharing platform and includes information on the principles of energy technologies, linkages with other sectors, smart city, and the energy trilemma.
- The "Energy Clinic" initiative was completed. The initiative aimed to support provincial energy offices in planning and implementing energy projects.
- A closing event was held in August 2022 to share lessons learned and hand over studies and tools to partners.
- TGCP-Water:
- To support the implementation of ecosystem-based adaptation measures in the Thai water sector, a number of knowledge products were developed, including a guidebook on ecosystem-based adaptation (EbA Guidebook) developed jointly with IUCN. In addition, an EbA code of practice was developed (EbA Code of Practice).
- In September 2022, the final module of the "Capacity Development Programme (CDP) for climate-sensitive Integrated Water Resources Management and Ecosystem-based Adaptation (EbA) for the Thai water sector", jointly developed by the National Water Authority ONWR and GIZ, took place.
- TGCP-Agriculture:
- TGCP-Agriculture and Thai rice NAMA organized a field trip to Suphan Buri Province in May 2022, where low-emission farming methods for GHG reduction in rice production were introduced and GHG measurements and analyses were conducted.
- TGCP-Agriculture hosted an online seminar regarding climate finance focusing on the agriculture sector in May 2022.
- TGCP-Agriculture hosted a series of workshops in August 2022 to strengthen the knowledge of Thai rice researchers regarding GHG measurement data analysis.
- TGCP Waste:
- A study assessing values of key wastewater management parameters at the household level was completed.
- Capacity building studies and activities were conducted in all 3 pilot communities.
- A reader on climate-smart Municipal Solid Waste (MSW) system approaches was completed.
