Supporting Preparedness for Article 6 Cooperation (SPAR6C)

To engage the private sector in the implementation of nationally determined climate contributions (NDCs) and raise ambition, the project uses cooperative approaches under Article 6 of the Paris Climate Agreement. This promotes the development of a cost-effective carbon market. The project facilitates the development of transformative pilot projects for specific internationally transferred mitigation actions (ITMOs) through research-based capacity building in four partner countries. The project develops best practice tools and approaches for the implementation of cooperation mechanisms. The country-specific implementation in each of the countries focuses on the three work areas "long-term climate change planning", "institutional preparation for possible transactions" and "design and implementation of Article 6 pilot projects".

State of implementation/results

  • In 2022, SPAR6C established the Community of Practice for Article 6 Implementing Countries (CoP-ASIC), officially launched at COP27. Through CoP-ASIC, the project will share lessons learned and facilitating global dialogue on Article 6 implementation and aims to cultivate a new generation of carbon pricing experts in partner countries by engaging them in science-based policy research on Article 6 implementation. To date the work of CoP-ASIC comprises:
    • In September 2024, the 2nd annual meeting of CoP-ASIC was held in Bangkok, Thailand. The 1st global meeting was held in 2022 alongside the 58th UNFCCC-SB meeting in Germany.
    • National CoP-ASIC meetings were held in Colombia (Feb 2024, Nov 2024), Thailand (Dec 2023), Pakistan (Nov 2023, Nov. 2024) and Zambia (May 2024).
    • The Second cohort of 15 students was selected and ready to begin the second cycle of the Research Mentorship Program which is part of the CoP-ASIC. The first pilot cohort of eight graduate students completed the Research Mentorship Program in 2024 and presented their research at the annual meeting in Bangkok.
    • In February 2025, the annual report 2024 of CoP-ASIC was published.
  • The project develops best-practice tools and approaches for the implementation of cooperation mechanisms and organizes workshops, trainings or other formats:
    • From the Article 6 Implementation Toolbox to date five Toolbox Guides have been published and presented in webinars: www.spar6c.org/… Toolbox Guide #6 will be available soon.
    • During 2024 the Article 6 Strategy Game (part of the Toolbox) was implemented to global audiences, including at a GGGI capacity building workshop in Sri Lanka, the World Bank PMI annual meeting in Colombia (Cartagena), and by UNFCCC at regional training in Spain (Santiago).
    • A regional article 6 knowledge exchange event for Africa was held in Zambia, with high-level political participants from BMWK and the Governments of Zambia, Senegal and Kenya (August 2024).
    • Sectoral analyses of mitigation potential were prepared for the four project countries: Cement (Pak, Zam), Waste (Pak, Zam), Hydrogen (Col), Reforestation (Col), Innovation (Tha), Energy (Zam) and Livestock (Zam).
    • In 2023, SPAR6C supported UNFCCC regional climate week trainings for BMWK and sponsored the ASEAN Carbon Pricing Conference in Bangkok.
    • A CDM Transition guidance note was published on the project website and shared with government counterparts.
    • The Assessments of Article 6 Readiness and Needs (RNA) have been completed and validated in Colombia, Thailand and Zambia, with corresponding project launch events in 2023. The technical briefs for all four project countries were published online.
    • An ‘Article 6 Awareness Raising and Introduction of SPAR6C’ workshop was held 27-28 October 2022 for government, academia, and private sector stakeholders.
    • During COP27, the project organized the “Building Sustainable National Capacities for Article 6 Implementation” at the Capacity Building Hub of the Paris Committee on Capacity Building (PCCB) (10 November 2022).
  • Zambia
    • SPAR6C facilitated the signing of a Memorandum of Understanding (MoU) for Article 6-transactions between the Governments of Zambia and the Governments of Sweden and Norway.
    • Support of the development of the national Carbon Market Framework (CMF). The CMF, launched in October 2023, provides a legal basis for Article 6 decision making.
    • Legal and policy support to the Zambia’s Climate Bill which was passed by parliament in February 2025.
    • Development of Mitigation Activity Design Documents (MADDs) for two GHG mitigation activities, under third party validation.
    • Sector analyses of mitigation potential were developed for cement, waste, power and livestock. Three sectoral studies (Livestock and Grid Emission Factor) were published.
  • Colombia
    • Continued support of the Article 6 Decree which is under review by the Ministry of Environment.
    • Supported the integration of Article 6 and NDC mitigation analysis into Colombia’s 2024 Biennial Transparency Report (BTR).
    • Completion of institutional readiness assessment for Article 6 reporting, analysing legal, institutional, and capacity requirements.
    • Developed an Accounting Rule Proposal for Article 6 projects, providing recommendations for emissions and removals accounting.
    • Sector analyses of mitigation potential were developed for hydrogen and forest restoration.
  • Thailand
    • Enhancement of the Thai registry to accommodate Article 6 transactions.
    • Developed Authorization Criteria for the Carbon Credit Management Guideline and Mechanism (CCMGM) regulation and provided legal support.
    • Providing technical assistance on the Article 6 Operations Manual, Authorization Criteria and Fee Structures.
    • Provision of technical support to the Thailand Greenhouse Gas Management Organization (TGO) for registry upgrades to accommodate Article 6.
    • A sectoral analyses of mitigation potential were developed for innovation.
  • Pakistan
    • Pakistan and Germany hold a High-level Bilateral Meeting for Carbon Market Strengthening under the SPAR6C Program (February 18, 2025).
    • Supported the finalization of the Carbon Market Policy Guidelines, launched at COP29 in Baku, and drafting of its Carbon Market Rules and Regulations. The Carbon Market Policy Guidelines aim to establish a clear regulatory framework for governing both voluntary and compliance carbon market activities in Pakistan, following international requirements and good practices.
    • Finalized sectoral studies in the waste, transport and cement sectors.
    • SPAR6C supports Pakistan’s NDC 3.0 carbon markets section through capacity building and technical support.
    • Technical Assistance to the Lakhodair Landfill in Lahore as Carbon Market Pilot Project.
    • 13 project ideas submitted to government for prioritization; 1 selected (Lakhoder Landfill).
  • SPAR6C also regularly contributes articles to Carbon Market Review (CMR), a specialist magazine on cooperative market-based climate action by BMWK (see further links).
