Supporting PAGE countries on Green Economic Recovery from Covid-19

The UN initiative “Partnership for Action on Green Economy” (PAGE), founded in the context of the Rio + 20 conference in 2012, strives to enable the transformation of an economy that is not only internationally competitive but also sustainable. PAGE positions itself as an implementation vehicle for the 2030 Agenda and its SDGs and thus meets increasing demand in emerging and developing countries. Given the impact of the Covid-19 pandemic, in which governments are forced to put in place large stimulus packages to rescue their economies, it is important that the capital invested is channeled into sectors that enable a resilient green economy and do not create lock-in effects at the same time take into account the national climate targets. To support this, PAGE has launched activities that are specifically tailored to environmentally and climate-friendly crisis overcoming measures and economic stimulus packages (green recovery).

State of implementation/results

PAGE has responded so far to COVID-19 with:

  • Statement on COVID-19 from PAGE Management Board disseminated to all partner countries,
  • Joint COVID-19 Task force with agencies and funding partners,
  • Dedicated online COVID-19 Resource Hub (www.un-page.org/…),
  • Data observatory (datastudio.google.com/…) tracking PAGE country impacts and responses,
  • the reprogramming on-going country work plans based on country context and needs,
  • the re-evaluation of PAGE analytical tools (www.un-page.org/… RECOVERY TOOLS) in a COVID-19 context, and
  • Comprehensive Country Needs Assessment for a Green Economic Recovery in all PAGE countries. --*
  • Building on the country needs assessments, PAGE identified six clusters of support that PAGE countries are requesting, and that PAGE is well positioned to deliver. The country needs for green economic recovery can be clustered into the following categories:
  • Cluster 1. COVID-19 impact assessments and monitoring. Assessing and monitoring economic, social and environmental impacts of COVID-19 including impacts on commitments to green economy efforts, SDGs, NDCs and other global sustainability frameworks.
  • Cluster 2. Green recovery policy support. Supporting policymakers in the development of SDG- and NDC-aligned policies / recovery packages.
  • Cluster 3. Public and Policy debates on Green and Inclusive Recovery. Strengthening of public demand for a green and inclusive economic recovery.
  • Cluster 43. Strengthening national ownership on green recovery. Ensuring collective national ownership of green recovery policies by all stakeholders.
  • Cluster 5. Targeted capacity building on green recovery. Supporting capacity building in development and implementation of green economic recovery policies.
  • Cluster 6. South-South and Triangular Cooperation centred on Green Recovery.
