Support Project for the Implementation of the Paris Agreement (SPA)
In the context of the Paris Agreement, member states must submit, review, update and report on their Nationally Determined Contributions (NDCs) in a transparency framework (ETF). The project strengthens several initiatives (co-)founded in the IKI, including the NDC Partnership, the Partnership on Transparency in the Paris Agreement (PATPA) and until the beginning of 2022 the Low Emission Development Strategies Global Partnership (LEDS GP), now Global Climate Action Partnership (GCAP). A cooperation with GCAP remains in place. The project advises partner countries on the implementation and update of the NDCs, Long-Term Strategies (LTS) and ETF implementation. Furthermore, it offers platforms for policy dialogue and mutual learning between countries and supports the development of skills and disseminates climate policy knowledge and case studies for climate policy implementation. Against the background of a feminist (climate) foreign policy, it supports the strengthening of gender equality.

State of implementation/results
- NDC Partnership (NDCP):
- The NDC Partnership regularly organises workshops, partly supported by the project, most recently as part of the Raising Ambition through Partnership Webinar Series on the topic of "A Just Transition and Green Skills” (www.youtube.com/…).
- The PATPA hosted the Global Biennial Transparency Report (BTR) Dialogue in Brussels, Belgium. The Dialogue convened 34 developed and developing country representatives to discuss the progress in developing their BTRs and exchange on common technical challenges. The event was also supported by the European Commission Directorate-General for Climate Action (DG CLIMA) as well as other partners.
- In June, the PATPA organised its 29th Partnership Meeting on the sidelines of the Subsidiary Bodies (SB) 60 in Bonn, Germany. The meeting provided an opportunity for 55 negotiators and practitioners from partner countries to discuss the way forward until the submission of the first BTR at the end of the year.
- In addition, the PATPA regularly organises regional group meetings (www.transparency-partnership.net/…) on various topics. Most recently, the Francophone Cluster convened in Kigali, Rwanda, to discuss the monitoring of NDCs and means of implementation.
- The Climate Helpdesk offers partner countries fast and unbureaucratic advice on NDCs and transparency. So far, the team has processed inquiries from over 25 countries.
- In June, the project organised an event on “Enhancing Climate Action and Policy Alignment: Exploring the Role of LTS for the 2035 NDC ambition raising cycle” on the sidelines of the SB60 with 60 participants. The event targeted representatives from countries developing or planning to develop LTS as well as supporting institutions.
- In 2017, 2019 and 2023 the project organised a Global NDC Conference, supported by several organisations (www.globalndcconference.org). Another conference is currently being planned for 2025.
