Support of the Philippines for developing and implementing national contributions to the international climate change regime
The Philippine government has established a comprehensive climate policy framework to ensure adaptation to climate change and the reduction of greenhouse gas emissions. As a key stakeholder, the Climate Change Commission (CCC) coordinates national climate policy and leads the international climate negotiations under the Chairmanship of the President. The project strengthened the CCC and other central stakeholders in coordinating national climate policy and in implementing adaptation measures and national contributions to international climate protection. Climate-smart industrial development increases the competitiveness of companies, and the expansion of renewable energies reduces supply bottlenecks. The project also supported the mobilisation of public and private funds for low-carbon approaches and the strengthening of resilience to climate change. The CCC ensures that the results of the project influence international climate negotiations.

State of implementation/results
- Project completed.
- The project supported the evaluation and updating process of the National Climate Change Action Plan (NCCAP) 2011-2028.
- Five IKI interface workshops have already been conducted in the Philippines. An average of 100 participants* attended in the format, including representatives of the German Embassy as well as high-level representatives of the BMWK and BMUV and the Philippine government. Another workshop is planned before the end of the project in October 2022.
- 162 cities and municipalities have integrated climate protection and climate adaptation into their planning through climate-smart orientation of their land use and development planning.
- The Ministry of Energy and the Climate Change Commission (CCC) received support to develop a tool for MRV and to compile the GHG inventory. At the same time, staff expertise was enhanced to improve GHG inventory processes.
- In November 2017, the Philippines joined the Global Partnership for the Implementation of Nationally Determined Contributions - the NDC Partnership - and participated in the NDC Partnership Forum during the 23rd Conference of the Parties (CoP 23) in Bonn, Germany.
- The project repeatedly supported the Philippine Climate Film Festival, where a high-level jury presented awards to young filmmakers for particularly climate-relevant film contributions.
- An analysis of the monitoring and evaluation system of the National Climate Action Plan was conducted. The methodology was based on ISO 14090:2019 on climate change adaptation. The results serve as a basis for improving the MRV system of the CCC.
- Training on greenhouse gas emissions from industrial processes and industrial use (IPPU), challenges in collecting emissions data, and processes for national reporting to the UNFCCC Secretariat was conducted.
- Guidance on access to climate finance for cities and municipalities was produced. Educational materials based on the guide promote the implementation of Philippine Climate Action Plans at the local level.
- Gaps in the current data management process and challenges in data quality and analysis were identified.
