Strengthen national climate policy implementation: Comparative empirical learning & creating linkage to climate finance (SNAPFI)

As part of implementing nationally determined contributions (NDCs), governments face the challenge of supporting national climate policies and institutions with limited public funds while also reducing the barriers to investment faced by the private sector. This project supported NDC implementation in partner countries with research-based policy advice and capacity development. One central question here concerned the design of policy and financial instruments to ensure that they mobilise private- and public-sector investment. The contribution made by climate financing to support for robust institutional investment frameworks was also investigated. Issues of national relevance were examined in annual, country-specific studies that focused on various NDC policy areas, which were also supplemented by a cross-sectional study. Workshops, publications and webinars were used to ensure that insights gained were transferred to the policymaking process.

      • Workshop on the topic of accessing and engaging on adaptation finance in Cape Town on 27-28 February 2023. The interactive two-day event was co-hosted by the Strengthen National Climate Policy Implementation: Comparative Empirical Learning & Creating Linkage to Climate Finance project research team at the University of Cape Town (SNAPFI–UCT), the South African National Biodiversity Institute (SANBI), and the Adaptation Network (AN) and included presentations from the Department of Forestry, Fisheries and the Environment (DFFE), the South African Earth Observation Network (SAEON), the South African Weather Service (SAWS). The workshop facilitated peer learning for local actors with experience accessing or implementing adaptation finance and knowledge exchange, and gathered feedback relevant to SANBI’s development of funding proposals to the Green Climate Fund.
      • Workshop “The role of the Just Energy Transition Partnership in contributing to the implementation of South Africa’s NDC: A new form of climate finance and international cooperation?” on 8 May 2023 This case study seeks to identify the actors involved, influential international and domestic factors at play, process features, and insights about implementation of the JETP. In the months since its announcement, the JETP has faced criticism calling for the strengthening of elements of justice in the JETP, and this workshop engaged voices specifically from civil society organisations. The ten participants’ included representatives from environmental and social justice organisations, sustainability consulting and academic work on sustainable finance.

      • Workshop on the topic of the Just Energy Transition Partnership in South Africa on 29 September 2023: The Strengthen National Climate Policy Implementation: Comparative Empirical Learning & Creating Linkage to Climate Finance project research team at the University of Cape Town (SNAPFI–UCT) is tracking the development of South Africa’s Just Energy Transition Partnership. This virtual workshop address developments arising from the Partnership and offer some critical analysis of the JETP as a ‘model’ for South Africa and others in the Global South.

      • As part of the project, research on financing MSMEs (2022 India report) and financing the secondary steel sector (2023 additional report for India) is directly feeding into the deliberations under the Task Force that the Ministry of Steel has set up finance for decarbonization of the steel sector. Many of the stakeholders who are part of multiple Task Forces by the MoS from Industry, including the Chair of the task force on finance Mr. Sunil Mehta, Chief Executive, Indian Banks Association attended the workshop organized on 13th June 2023 in New Delhi.   • DIW Berlin has presented the findings of the last year national study, which provides a comparative overview of two types of international climate finance: one is of public character, implemented on official development assistance (ODA) basis, and a second type is of private nature, related to policy engagement by private investors. The presentation of the joint study of DIW Berlin and FGV elaborates on collaborative investor engagement with policymakers and highlights its drivers.
