Reform of the Electricity Sector to support Climate Policy in Grenada (G-RESCP)

The aim of this project was to support the island state of Grenada in reaching its ambitious climate policy goals. The national electricity market opened up to competition and renewable energy (RE) and energy efficiency (EE) was promoted. To achieve this, the Grenadian government has been supported in revising and amending legal principles, started a dialog process with the main electricity supplier, developed a road map for greater use of RE and EE, and established an exchange platform for investors in RE and EE areas. This approach can potentially point the way forward for other regions. Alongside the reduction of direct greenhouse-gas emissions, this project reduced dependency on oil imports and consequently the burden on the government budget, the population and the private sector. EE measures and 'green marketing' helped strengthen the tourism, agriculture and light industry sectors, and created jobs.

State of implementation/results

Project is completed.
The project consulted the Grenadian government to foster a transformation of the electricity sector. The goal was to open the electricity market to renewable energy alternatives.
A new Electricity Supply Act (ESA) has been passed in 2016, which theoretically enables an opening of the electricity market. The project advised the government in the design of regulations for the act to promote renewable energy.
A pilot project on biogas plants has been established utilizing a development partnership with the German private sector. In addition to the technology transfer, the project aimed at strengthening the framework conditions to secure a sustainable roll-out of the technology. So far, six plants have been installed, numerous training took place and installation- and maintenance-teams have been capacitated. Deutsche Welle produced a TV segment on the pilot project for biogas plants, which G-RESCP implements with the German company Ökobit. In St. Vincent, plants have been installed based on Grenada's model.
The project has also initiated another innovative pilot project: Energy production through turbines which were installed in the water supply lines, and make use of the difference in altitude in the water grid. The first feasibility studies and cost-benefit analyses for this pilot project have already been conducted.
The project also supported the government’s activities within the CARICOM Energy Week on raising awareness about energy efficiency and renewable energies among citizens.
