Providing support to Vietnam for the implementation of the Paris Agreement.
Viet Nam is pursuing a dedicated climate policy. The country was one of the first nations to draw up an action plan to implement the Paris Agreement. The project supported the Vietnamese government in creating the framework conditions for the implementation of the Nationally Determined Contributions (NDCs) and the Paris Agreement. The focus was on advising the Ministry of Environment (MONRE) on the development of the NDCs, the establishment of an institutional framework for the implementation of the Paris Agreement and the development of Nationally Appropriate Mitigation Actions (NAMAs) . The project also developed mitigation measures and carried out adaptation measures in two provinces. These measures were extended to other areas and both contributed to achieving the Vietnamese NDCs. The programme also coordinated the “IKI Interface for Vietnam”, which, among other tasks, networks the IKI projects in the country.

- As part of the consultation on urban adaptation measures in Quang Binh province, three pilot measures (façade greening, park with retention areas and Sustainable Urban Drainage Solution (SUDS)) were completed in Dong Hoi. (ikinews.climatechange.vn/…)
- As part of the advisory service on agricultural adaptation measures in Ha Tinh province, the implementation partner ICRAF has implemented five climate smart measures developed for the project in 3,500 households.
- The revised chapter on climate change in Vietnam's revised Environmental Protection Law, supported by SIPA, came into force on 1 January 2022. The Environmental Protection Law not only strengthens legal aspects related to pollution and environmental degradation, but also pursues the overall goal of an environmentally friendly, low-carbon economy, in line with the country's sustainable development goals. It serves as a legal basis for Vietnam's commitments to reduce greenhouse gas emissions under the Paris Climate Agreement and creates a legal basis for an emissions trading system. In addition, the project has supported the formulation and adoption of subordinate legislation on the climate change mitigation chapter (Decree on Greenhouse Gas Mitigation and Ozone Layer Protection, Circular on the Implementation of the Environmental Law).
- The project supported MONRE in the development of the Climate Change Strategy 2021 to 2050, which was adopted in July 2022. SIPA focused its technical assistance with regard to the mitigation component, while UNDP advises on the adaptation component. The Climate Change Strategy to 2050 is Vietnam's first policy framework to follow a Net Zero pathway to 2050, as pledged by Vietnam at COP26.
- In three sectors (construction, agriculture and transport), policy partners were supported in developing sectoral climate action plans, or in integrating NDC targets into existing sectoral frameworks.
- Together with the Ministry of Agriculture, SIPA developed a project idea for decarbonising the rice sector, which was submitted to potential donors for possible funding.
- In the area of adaptation, the project has supported local partners in the preparation and submission of a total of ten project proposals (small and medium-sized grants) to finance adaptation measures in the pilot provinces of Ha Tinh and Quang Binh, as well as in other provinces.
- Detailed planning documents have been prepared for the urban adaptation measures supported by the project and are currently being used as a basis for implementation.
- Together with the Ministry of Agriculture, the project was working on the establishment of a sectoral monitoring and evaluation system for adaptation in the agricultural sector. Based on a feasibility study, the IT module was programmed and data collected at provincial level.
