Protection and integrated management of coastal and marine biodiversity (TerraMar II)

The proposed project builds on the experiences and lessons learned of the predecessor project “TerraMar”. It support Brazil to improve the conservation and sustainable use of coastal and marine ecosystems, to build resilience against climate change and promote a just transition towards a blue and circular economy. To achieve this, it adopts a multi-level, gender-responsive approach. The project strengthens Marine Spatial Planning (MSP) and coastal management. Further it supports the development or revision and implementation of national policies and instruments for the conservation and sustainable use of coastal and marine ecosystems. In addition, the project incorporates several cross-cutting aspects across all project components, including climate change, gender equity, inclusion of indigenous peoples and local communities (IPLC), and capacity development.

State of implementation/results

  • In September 2024, the Brazilian Ministry of Environment and Climate Change (MMA), TerraMar II and the UNESCO Intergovernmental Oceanographic Commission (IOC) organized a G20 side event on Marine Spatial Planning (MSP) to promote the application of best practices for MSP in G20 countries. In October 2024, a national workshop was held to present an MSP assessment for Brazil and to collect contributions for a National Action Plan, based on the methodology developed by IOC/UNESCO. In addition, over 60 representatives from the public sector, academia, civil society and the private sector were trained in participatory mapping of marine areas using the online mapping tool SeaSketch.
  • In June 2024, Brazil institutionalized the National Program for the Conservation and Sustainable Use of Mangroves (ProManguezal) by federal decree. To collect contributions and promote engagement for the respective Action Plan, MMA and TerraMar II organised a workshop in November 2024 with representatives from the public sector, academia, civil society and traditional coastal communities.   • In May 2024, in partnership with TerraMar II, CI, WWF and the Boticario Group Foundation, MMA organized a workshop with key representatives from academia, government agencies, and civil society organizations, to collect expert contributions for the Climate Adaptation Plan for the Ocean and Coastal Zone.
  • In cooperation with the UNESCO Chair on Ocean Sustainability, MMA and TerraMar II conducted three workshops with over 250 representatives from academia, civil society, federal ministries and authorities, federal states and municipalities, as well as the private sector, to collect contributions for the National Strategy for a Plastic-Free Ocean. To disseminate scientific information to the general public and decision-makers, a series of five webinars on marine plastic pollution was organized, featuring expert contributions on the links to climate change, impacts on human and environmental health, circular economy and just transition.   • To strengthen traditional coastal communities in their organization and dialogue with federal ministries such as the MMA and the Ministry of Fisheries and Aquaculture, the National Commission for Marine Extractive Reserves (CONFREM) organized a workshop in August 2024, in partnership with TerraMar II, Oceana, WWF, Rare, Instituto Arayara, and Instituto Linha D’Agua. The workshop fostered discussions on the National Climate Adaptation Plan for the Ocean and Coastal Zone, Marine Spatial Planning, ProManguezal, and the National Strategy for Plastic-Free Ocean.
  • In December 2024, GEF Mar and TerraMar II organized a training workshop for initiatives led by local community and civil society organizations which focus on the conservation and sustainable use of coastal and marine ecosystems. The training aimed to prepare participants for effective implementation and promote collaboration among the organizations.
