Programme for the support of the National Adaptation Strategy to climate change in Mali

Mali is especially vulnerable to the impacts of climate change. It is very likely that temperatures will rise sharply, while precipitation becomes less reliable and water availability is generally reduced. This has repercussions for important sectors of the economy such as agriculture and forestry, animal husbandry, energy and healthcare. At the same time, the country lacks data and resources to implement its National Climate Change Action Plan (PANC). The project, which was run jointly by GIZ and UNDP, has helped key decision-makers to incorporate climate change aspects into development strategies, so that these aspects can be accounted for in planning instruments for the most vulnerable sectors. The project has also implemented innovative, gender-sensitive measures for adaptation in the regions of Koulikoro and Ségou: these included water conservation, agro-pastoral practices and sustainable forest management.

The project supported the process of national adaptation planning (NAP) in Mali:

The process of national adaptation planning (NAP) started in 2016

An action plan for the implementation of the NAP was passed

At the end of 2018, Mali's Council of Ministers issued several decrees to implement mandatory environmental auditing

The project has contributed to a national Workshop on climate finance on 25 - 27 February 2020 where the Malian government has aligned its needs on climate finance with the priorities of the donors --The project supported the elaboration of the political guide for implementing climate change into sectorial politics, which were adopted on 20 February 2020 in a Workshop on national level

The project supported the integration of climate change into the development plans of the project regions, such as the Strategic Development Plan for the Region of Sikasso, which was adopted on 6 August 2021 by the Regional Council of Sikasso

--The project supported the elaboration and revision of Mali’s NDC:

With support from the project, Mali submitted its INDC in 2015
As one the first countries, Mali joined the NDC-Partnership, initiated by the Government of Morocco and Germany, in 2016
At a COP 24 side-event the NDC-Partnership Plan of Mali was officially launched
The project has contributed to the national Workshop on the implementation of the roadmap for the elaboration of the second NDC on 16 March 2020

The project implemented several trainings and other measures to increase capacity and awareness on climate change in Mali:

In 2019 the first training event of the GIZ academy for training (Akademie für Internationale Zusammenarbeit -AIZ), organized by the project for francophone West Africa, took place in Mali with a training on NDC implementation, climate governance and climate finance
A series of trainings with representatives of the project regions was organized aiming to provide rural communities with the aptitude to access climate finance
On 27 September 2019, the project organized the first Fridays for Future event in Mali at the congress centre of Bamako with the implication of the Ministry for Environment (Ministre pour l’Environnement, l’Assainissement et le Développement Durable MEADD), the Ministry for Youth and the Establishment of Citizenship (Ministre de la Jeunesse et de la Construction Citoyenne MJCC) and the German and EU Embassy
On 9 March, the project organised with wide public attention a workshop on “Strengthening women's networks' knowledge and capacity to advocate against the adverse effects of climate change” for the awareness-raising on this topic

Private Sector involvement was supported:

More than 100 private sector representatives were sensitized on the topics of climate change and adaptation to climate change
For two private companies from the sectors of agriculture and renewable energies a vulnerability analysis and a strategy for mobilising funding for their adaptation to climate change were elaborated

In 20 communities, concrete adaptation measures were implemented
