National energy efficiency plan as a core element for an activity- and evidence-based mitigation strategy

The project supported the Thai Government in implementing its National Energy Efficiency Plan in the industrial and building sectors. The data pool in particular has been improved in terms of sector-specific energy consumption and potential reductions. This data is helpful in calculating potential efficiency gains, creating new incentive systems, strengthening energy management and establishing optimised standards and designations. The project partners also elaborated and field tested nationally appropriate mitigation actions (NAMAs). With co-financing from the European Union, the policy advice was supplemented by concrete pilot measures for improving energy efficiency among small and medium-sized enterprises (SMEs) in the automotive supply industry. The experience gained in using the instruments in the energy efficiency plan will contribute decisively to further policy making in this area.

State of implementation/results

  • Project completed
  • In August 2015, the revised and updated Thai energy efficiency strategy was adopted and presented to the public. That, in turn, has also raised the attention of the project in the Thai Ministry for Energy and for further partners.
  • On 1 October 2015, EGAT, which accounts for 50 % of the Thai energy production, signed a MoU for further cooperation. The memorandum highlights the responsibility of electricity suppliers for promoting and advancing energy efficiency in Thailand.
  • In December 2015, a MoU was signed between the Provincial Electricity Authority (PEA) and the project to agree on a common Facilitation Approach (Meditation Approaches and Confidence Building Measures), developed by the project as a key element in the conclusion of Energy Performance Contracts (EPC) with Energy Services Companies (ESCO).
  • On 18 June, the Energy Policy and Planning Office (EPPO) presented the "Architecture Guide for Energy-Efficient Building Design" in an advertising campaign. This guidebook was developed in the context of the project and can be found on the EPPO website.
  • On June 22, the project has reported on the results of the project in the final workshop entitled "Proposals for the Implementation of the Thai Plan for Energy Efficiency" and presented recommendations for action and success factors for a sustainable use of the project’s outcomes.
