Mobilising private investments for the implementation of intended nationally determined contributions and low emission development strategies
The implementation of the Paris climate targets largely depends on the provision of the necessary financial resources. The project supports the mobilisation of private investments for the implementation of nationally determined contributions and low emission development strategies (LEDS) in the partner countries and advises public and private stakeholders to this end. Climate-friendly investment plans are being developed and existing plans improved in selected sectors. In parallel, the project also addresses investment barriers by supporting partner countries in drawing up political and regulatory frameworks and financial instruments. The conditions for private investment in NDC implementation are improved by reducing investment risk and designing incentive mechanisms. The LEDS Global Partnership also provides a forum for stakeholders to share their learning experiences and replicate successful approaches.

State of implementation/results
- Bangladesh:
- The project supported unlocking investments and integrating Solar Irrigation Pump (SIP) systems with the national grid through the SIP Prioritisation Tool to guide the site selection for new projects. The project was also showcased in a webinar (see link below), collaborating with the Asia Low Emissions Development Strategies (LEDS) Partnership.
- The Investment Roadmap was delivered to the beneficiary in The Ministry of Environment (MINAM), followed by a workshop to present the results to key stakeholders.
- The project has finalised the Investment Mobilisation Roadmap, which focuses on mobilising investment for energy efficiency and clean energy technologies, building on work done over the past three years of in-country engagement and knowledge management.
- The project finalised the Investment Mobilisation Roadmap for the Philippines, which offers guidance for implementing measures to drive private sector capital into priority clean energy sectors within the Philippines.
- The project finalised the Investment Mobilisation Roadmap for Vietnam, which can guide implementing measures to drive private sector capital into priority clean energy sectors within Vietnam.
- The Ministry of Energy formally adopted the Ethanol Cooking Fuel Masterplan in June 2021.
- The project released a mini-grid investment case for an 11-site pilot programme. The project also co-financed the NDC Partnership Climate Action Enhancement Package project to develop a funding strategy for the off-grid energy sector in Ethiopia. The project team held several stakeholder interviews and created a concept note that focuses on three approaches, viz. (i) a review of the enabling environment using a new World Bank framework, (ii) motivation for the adoption of a water energy food nexus approach to the off-grid sector and (iii) the formation of an endowment fund to address the off-grid funding gap.
- Since 2021, the project has supported the developing country co-chair of the Green Climate Fund (GCF) by preparing summaries, assisting with consultation meetings, preparing sessions, providing coordination services for various GCF committees, and working within the African Group of Negotiators (AGN) as well as managing and evaluating developing country submissions. In this context, the project was able to make significant contributions in 2022 toward reaching a consensus on the updated accreditation framework and the work plan of the GCF Board. GCF support highlights in 2023 included the adoption of the GCF Updated Strategic Plan (2024-2027) and the completion of the 2nd GCF replenishment cycle.
