Mexican-German Climate Change Mitigation Alliance

The project provided technical and procedural advice on the development and implementation of a national climate policy (PECC). PECC encompasses both mitigating greenhouse gas emissions and adapting to the effects of climate change, and actively involves the states and the private sector. The project also supported the development of a system that measures, reports on and verifies (MRV) contributions to climate change mitigation. The project worked with companies to identify concrete opportunities for initiatives that contribute to the national mitigation targets in the PECC. In addition, the project strengthened the institutional capabilities for developing Programmes of Activities (PoAs) under the Clean Development Mechanism (CDM). In the field of adaptation, the project built the expertise needed to prioritise suitable measures and integrate them into policies, plans and programmes. Joint high-level political and technical forums strengthened Mexican-German climate policy dialogue.

State of implementation/results

  • Project completed
  • Independent review of the government‘s climate change programme (PECC I) and identification of the most effective measures in the field of mitigation and adaptation as well as any methodological weaknesses and uncertainties. This created an important basis on which to develop the successor programme PECC II, which was published in May 2014.
  • Integration of innovative approaches and instruments on mitigation, adaptation and strategy process into Mexican climate change policy, by developing, for example, a tool for identifying and prioritising activities to promote adaptation to climate change. The tool is now an established element of the National Climate Change Strategy (ENCC). (Video, external, Spanish)
  • Advising the Mexican Government on selecting, devising and drafting proposals for Nationally Appropriate Mitigation Actions (NAMAs). In conjunction with Mexican partners, four NAMAs were prepared for piloting or implementation. Practical support to get the NAMAs ready for implementation is now being provided within the NAMA programme that GIZ is carrying out on behalf of BMUB.
  • Carrying out two major bilateral policy dialogue forums and several technical forums on climate-related subjects (e.g. setting up low-emission zones in towns and cities, opportunities for an emissions trading scheme in Mexico, measuring and reporting on emissions at national level).
  • Promoting dialogue at state level. For example, in 2013 the German state of Rhineland-Palatinate and the Mexican state of Aguascalientes concluded an agreement to intensify cooperation in the fields of climate change action, renewable energy and energy efficiency.
  • Production of a documentary film in cooperation with a Mexican television channel on the work of the Climate Change Alliance and the role of good practice examples in leading the way on climate action in the two countries
  • Due to the successful project implementation, the achieved impact and at the request of the partner the second phase of the Climate Alliance started 04/2014
