Mexican-German Climate Change Alliance – Phase III

Mexico already had a comprehensive strategic and legal framework for the promotion of climate mitigation. However, specific measures and strategies needed to be developed and implemented at the federal and also sub-national levels to achieve the goals defined in the NDC. The project continued the efforts made by the Mexican-German Climate Mitigation Alliance and supports planning and strategy processes, as well as the establishment of a transparency framework for NDC reporting. It also developed NDC implementation tools for the public and the private sector and improves the resources and skills of sub-national stakeholders in terms of their contribution to NDC implementation. The project also supported Mexican work on sustainable consumption and production patterns. It also assumed the IKI interface function in Mexico and thus promoted dialogue, decentralised cooperation, and knowledge management of IKI projects in Mexico.

State of implementation/results

  • Project completed.
  • Strategic planning and transparency:
    • The adaptation component of the National Climate Change Strategy (ENCC) is updated and the Special Climate Change Programme (PECC) is published.
    • Representatives from 29 government institutions that make up the Inter-Ministerial Climate Change Commission (CICC) have been trained in integrating gender and human rights considerations into climate policy.
    • The action plan "Human Rights, Gender and Climate Policy" is available to actors.
    • In another advisory approach, an online platform for the collection of emissions and vulnerability data in the agricultural sector from agricultural producers and regional governments was piloted. The aim is to create a GHG inventory for the agricultural sector.
    • An NDC implementation roadmap and an economic assessment of adaptation measures will be developed.
  • NDC implementation mechanisms/ climate finance:
    • In Mexico, the consortium of the Task Force on Climate-Related Financial Disclosure (TCFD) started its work with a series of workshops: More than 2000 participants from small and large companies can now better identify climate risks and their mitigation strategies.
    • The business models of nine companies operating in protected areas and their socio-environmental impact has been strengthened through training. The companies were able to present their business ideas to interested investors in a pitch; and one of the companies was able to receive financing for its business idea.
    • Together with the Mexican banking association, a climate finance taxonomy was developed with the aim of creating more transparency and facilitating green investments. Building on this, metrics and thresholds for a national taxonomy of sustainable finance were developed together with the Ministry of Finance, which are now being fleshed out by sectoral working groups of experts from the private sector, government and academia.
    • With the banking association ABM, a handout was developed for their sustainability protocol, which is intended to promote sustainable consumption by banks.
  • Subnational contributions:
    • In the Angostura region of Sinaloa state, the CO2 sequestration potential of mangroves is being studied and the economic benefits of ecosystem maintenance quantified.
    • The subnational MRV system (SIAT-Subnacional) for tracking mitigation, adaptation and financing measures is successfully operational and users trained.
    • States can more easily incorporate criteria such as climate change, sustainable urban development and housing into the development of mobility laws with the help of an analysis to harmonise regional mobility and climate laws.
    • The project has supported Mexico City's Ministry of Environment in developing an ambitious climate protection strategy until 2050 and a climate protection plan until 2030.
  • Sustainable consumption:
    • To promote sustainable consumption of electrical appliances and raise awareness of their proper disposal, the app RAECO was developed, which shows collection points, repair centres and disposal points, among other things.
