Mexican-German Climate Change Alliance (Phase II)

State of implementation/results

• Integration of innovative approaches and instruments on mitigation, adaptation and the strategic process into Mexican climate policy.
• All activities of the Climate Alliance are aimed at supporting Mexico in the implementation of its nationally determined contributions (NDC) at national and sub-national level.
• Development of a climate strategy in the agricultural and food sector. The aim of the sectoral climate agenda is to identify priorities, bundle measures and promote joint strategic action by the actors in the sector. Adaptation
• Development of an instrument to identify and prioritize measures for adaptation to climate change. The tool ("Metodología para la Priorización de Medidas de Adaptación frente al Cambio Climático") has now been incorporated into the national climate protection strategy (ENCC). Integration of the ecosystem-based adaptation approach into the prioritisation method for adaptation measures.
• First National Adaptation Forum organized in Mexico (April 2016) to identify possible fields of action that will increase the country's resilience to the effects of climate change
• Prioritisation method for adaptation measures was developed by the climate department of SEMARNAT and the Institute for Ecology and Climate Change (INECC) and officially published in the "Guidelines on Minimum Requirements for the Development of Federal Climate Programmes".
• Advice on the operationalisation of the NDC adaptation chapter and the preparation of a National Adaptation Plan (NAP). The water sector has been identified as a central topic. For this purpose, a study trip to NDC adaptation targets with water focus (27.11.2017-08.12.2017) to Germany and the Netherlands was conducted.
• In the area of ecosystem-based adaptation, a technical data sheet is being developed to operationalise the NDC, which will also be applied to other sectors. • Advising the Mexican government in the selection, design and formulation of proposals for nationally appropriate measures to reduce emissions (NAMAs). Four NAMAs were prepared together with the Mexican partners for piloting or implementation. The concrete support until the NAMAs were ready for implementation took place within the framework of the German-Mexican NAMA programme, which GIZ also carried out on behalf of the BMU.
• Participation in the establishment of an internal coordination process of the Ministry of Environment of Mexico City in connection with the newly introduced national emissions register.
• Support in the preparation of emissions trading system (ETS) as a cost-efficient instrument for NDC implementation: Results of legal advice on ETS have been incorporated into a reform proposal for the climate law. German experience was also used to develop a communication strategy for the ETS.
• The Ministry of Economic Affairs of Mexico City is advised on the establishment of an energy agency, taking into account German experience (Berlin Energy Agency).
• Together with the private banking sector, a definition and reporting framework for private climate financing was developed, which will be piloted in four renowned private banks from 2018.
• As part of the International Energy Conference MEXIREC (11-13 September 2017), the project organised a side event on climate and energy policy coherence and sector investment planning. Federal level
• Introduction and updating of a measurement, reporting and verification (MRV) system in the State of Veracruz, the first of its kind in Mexico and introduced by the Minister of the Environment as mandatory for all sectors.
• Existing national and state climate finance instruments will be analysed to disseminate best practices in the states. Concrete recommendations for transparent tendering processes of Jalisco's environmental fund with funding lines for mitigation and adaptation were developed.
• Through the development of a climate law in Sonora, the project has contributed to the establishment of a climate fund in the state of Sonora, whose funding guidelines are currently being drawn up. With the aim of strengthening local capacities in the area of climate financing, a handbook on climate financing was developed for Mexican states that explains policy options and steps to build a federal climate finance architecture. The guide is already in use in the State of Sonora.
• Mexico City was supported in integrating the gender perspective and developing a gender-responsive set of indicators into the climate protection program.
• The State of Guanajuato is supported by the implementation and evaluation of a rainwater collection system.
• Development of a bilingual (English/Spanish) online blog "IKI Alliance Mexico" to expand the dialogue between the project partners and the interested audience in both countries.
