Facilitating private sector engagement for the financing of ecosystem-based adaptation in support of the Climate Change Action Plan of the Philippines
The National Climate Strategy and National Climate Action Plan adopted by the Philippines focus on ecosystem-based adaptation (EbA) to achieve solutions that are more capable of withstanding the effects of climate change. The project helped the private sector take a leading role in implementing these EbA goals by developing operational business models and application-focused recommendations for the most important sectors of the country’s economy. The project was also utilising agreements and dialogue between the private sector and the National Climate Commission to develop a long-term strategy for private-public partnerships in the country. Long-term alliances and programmes were also established between leading government initiatives and conservation associations on the one hand and private enterprise on the other. Insights from past projects were shared in the Asia-Pacific region and beyond by working with business networks, development financing institutions and others.

- Project completed.
- Ecosystem-based Adaptation (EbA) in Banking: Earth Security developed a research brief on ‘Sustainable Banking & EbA’. The aim was to broker an opportunity for one of the banking stakeholders engaged by AIM Centre for Sustainable Finance to invest in EbA models ideally in one or more Bridging Leaders' Initiative for Climate Resilience (BLICR) locations, with Earth Security helping shape the opportunity for innovative finance.
- EbA Local Financing Partnerships: The BLICR program was focusing on facilitating and co-creating resiliency and adaptation of the ‘Blue Over Development Strategy’ EbA partnership between the municipality of Del Carmen, Siargao Island, and Ayala Corporation.
- EbA in Insurance: In collaboration with the Philippines Insurance and Reinsurance Association (PIRA), Earth Security convened a virtual roundtable meeting in July 2022 to launch the report ‘Insurance Underwriting with Nature’. The participants discussed the findings of the report, identified opportunities for mangroves as a form of coastal protection and climate risk mitigation, and put forward policy recommendations to facilitate EbA innovations in the insurance sector. The event was attended by more than 50 high-level representatives from insurance and reinsurance companies, the regulator and other stakeholders The release was accompanied by a press statement and short video. The launch was also featured in the publications Manila Times and Asia Insurance Review.
