Ensuring the transparency of subnational climate change mitigation measures in developing and emerging countries
MRV for transparency is an important foundation for policy-making within the framework of the Paris Agreement, one which also applies at subnational levels. The first phase of the project supported state governments in Brazil (Pernambuco), India (Chhattisgarh, West Bengal), Mexico (Baja California, Yucatán and Jalisco) and South Africa (KwaZulu-Natal) in closing MRV capacity gaps and implementing climate change mitigation measures. The project also organised cross-national dialogues between national, subnational and local governments to achieve the vertical integration of climate protection measures. The second phase focused on tailored intervention in Brazil (Mato Grosso do Sul, Amapá), Colombia (Antioquia, Boyacá, Caqueta), India (Jammu & Kashmir), Mexico (Sonora, Guanajuato), and South Africa (KwaZulu-Natal, Gauteng). The “Under2 Coalition” network of states and regions was used to disseminate the experiences gained.

State of implementation/results
- Project is completed.
- Case studies from the project states, highlighting their experience and learning in the Climate Footprint Project, have been published by the Climate Group (link see on the right).
- Experiences, challenges, and next steps from the work in Chhattisgarh and West Bengal (India), was detailed in a blog (link see on the right).
- Through the project, Ricardo Energy and Environment created a toolbox to support subnational governments with emissions tracking and monitoring. They also developed guidelines on vertical integration, resource management, and AFOLU accounting.
- The Basics of Subnational Accounting e-learning course, developed by the Greenhouse Gas Management Institute (GHGMI), launched with 50 participants from 30 states and regions in Brazil, Colombia, India, Indonesia, Mexico, Peru and South Africa taking part in the first cohort.
- An interactive virtual Tracking to Action series has been developed by the Under2 Coalition to inspire states and regions to use fit-for-purpose approaches to track and mitigate emissions. In Phase I, the project delivered 10 peer forums, ranging from why states and regions should monitor their emissions to highlighting a new tracking system developed by GIZ and the Mexican Secretariat of Environment and Natural Resources (SEMARNAT). More than 70 states and regions around the world and over 450 participants have joined these peer forums. Currently, the project is delivering the 2nd phase of Tracking to Action series comprising of 4 peer forums. These peer forums cover a diverse range of topics from climate adaptation tracking, stakeholder engagement in states‘ climate actions, to climate finance and using satellite data to strengthen climate actions and reporting.
- In-country and virtual multi-level governance dialogues, bringing together representatives from local, state and national government, and the private sector, were held in Brazil, India, Mexico and South Africa, looking at barriers and mapping out data sources and flows.
- In-person and remote technical assistance workshops and webinars were held in the seven project states to progress the states’ work in compiling their respective GHG inventories, and help them build indicators for an MRV system of mitigation actions.
- Institutional capacity has been built in theoretical and practical areas including: GHG inventory compilation processes and methodologies, data collection and validation, understanding of activity data and emission factors, quality assurance and quality control, presenting and interpreting inventory results, documenting and improving the compilation process, identifying and prioritising mitigation actions, understanding stages involved in developing mitigation actions, familiarisation with MRV of actions, understanding of MRV indicators, how to define GHG emission reduction targets, how to build mitigation scenarios, how to analyse the impact of climate mitigation policies and actions, and understanding of MRV systems.
