ecbi Training and Support Project

The European Capacity Building Initiative (ecbi) is a consortium that has successfully supported international climate change negotiations for more than ten years. The initiative provides its support through a fellowship programme, a training and support programme and a publications and policy analysis unit. The project supports the leading ecbi members (the International Institute for Environment and Development (IIED) and Oxford Climate Policy (OCP)) in establishing an integrated training and support programme for developing countries. This helps to create a level playing field for the main negotiators from the world’s weakest countries.

State of implementation/results

Project is completed.
Three annual regional training workshops for junior climate change negotiators from developing countries are held for Anglophone Africa, Francophone Africa and Asia and the Pacific. Due to the coronavirus pandemic, all workshops had to be changed to a digital format which has its challenges, in particular for least developed countries (LDC). In 2019, the workshops were conducted in Ethiopia and Nepal with 92 negotiators participating. The workshops included mock negotiations sessions and presentations from regional experts on key areas of the climate change negotiations.
Annual pre-COP workshops are completed prior to the largest UN climate change negotiations. In 2019, the pre-COP25 workshop was held on 30 November in Madrid, Spain with 19 delegates attending.
Logisitcal support for individual negotiators was provided to two bursary holders to attend UN climate change negotiations. During 2019, the project has supported Ms Danise Love Dennis from Liberia and Ms Fatima Athoumani from Comoros, both of whom have authored blogs on their experiences (see below).
