Climate Support Programme IV

The programme supports the South African government in strengthening the mainstreaming and implementation of its climate and biodiversity policies. It contributes to the transition to a decarbonised economy and a climate-resilient society in line with Vision 2050 in an equitable manner. It is based on three pillars that will be critical for long-term impact. First, the programme supports institutional planning and development, as well as the further development and operationalisation of key climate change policies. Secondly, it contributes to enabling the implementation of climate change measures on the ground. Here, the programme will support project preparation and climate finance aspects at national, sub-national and private sector levels. Furthermore, the programme continues to act as an interface for IKI projects in the country with the aim of facilitating knowledge exchange and initiating cooperation.

State of implementation/results

  • The 6th IKI Networking workshop was held in May 2023. About 100 representatives of IKI projects in South Africa, as well as German and South African officials attended the hybrid event. The two-day gathering explored the impacts of a changing policy landscape on the implementation of IKI projects, namely the NDC Update 2021, the NDC Stocktake 2023, and the new Climate Change Bill. The workshop focused on sharing experiences, lessons learned, and knowledge products generated by IKI-supported projects (with components) in South Africa.
  • The project continues to support DFFE in invasive species removal and biomass-related work.
  • In addition, CSP4 strengthened the relationships already established in CSP3 and explored additional cooperation opportunities during a Knowledge Platform event in Gqeberha in June 2022.
  • CSP supported Youth@SAIIA (the youth-led part of the South African Institute for International Affairs) and the Youth Policy Committee in hosting a Youth Dialogue on the Draft Renewable Energy Masterplan that took place on 15 August 2023. Participants reflected and discussed the draft plan, that was open for public comment until 18 August 2023, with other young people from across the country and worked together to develop a youth submission to the South African Government.
  • In August, Youth@SAIIA together with CSP kicked off a national youth workshop series on climate policies, the Nationally Determined Contributions, and South Africa’s Youth Gender Action Plan that aims to open the discussion and receive youth led insights on gender mainstreaming in climate change actions. The Youth Gender Action Plan was also launched in August 2023.
