Capacity Development for Climate Policies in the Western Balkans, CEE and Central Asia

The programme supported climate policy dialogue processes and advisory services in Eastern European and Central Asian countries. It strengthened technical know-how, instruments related to climate change mitigation and institutions in the countries so they can reduce greenhouse gas emissions and adapt to the effects of climate change. The project relied on flexible and timely interventions in response to the requests of the partner countries. The selected individual measures provided impetus for improving the conditions for climate change mitigation actions in the partner countries. These individual measures comprised new conceptual approaches, technologies and climate policy instruments. They produced a broad impact in which the pilot measures fed into government programmes, received further funding from international donors as promising strategies and attracted investments from the private sector. The project was a follow up to the IKI project "Improving Conditions for Sustainable Energy and Climate Policy".

State of implementation/results

Project completed
Since the project began, 65 individual measures have been implemented, among them: In Kazakhstan, the government was advised on the development of a legal framework for the transition to a "green economy"
In Belarus, the Ministry of Housing and Municipal Services was supported in this process, to improve the energy efficiency of the housing stock in the long term
In Georgia, the process of extending and improving the current ecological protection zones was supported and a concept for establishing a biosphere reserve was developed
In Kosovo, a contribution was made to achieving the national energy efficiency goals in the supply of water for use and drinking water
In Mongolia, different strategies for the sustainable use and rehabilitation of Saxaul plants in the Gobi Desert were tested in two regions.
