Capacity development for a monitoring, reporting and verification (MRV) system in Türkiye

The monitoring of greenhouse gas emissions is crucial for effective mitigation processes and the introduction of market mechanisms. This is why the project provides targeted support to the Turkish Ministry of Environment and Urban Development in implementing the National Climate Change Action Plan (NCCAP). To achieve this, the project creates the basis for the establishment of a system for monitoring, reporting and verification (MRV). The project partners are setting up the technical and institutional infrastructure, developing sector-specific MRV guidelines and regulations, and contributing to policy making aimed at establishing an emissions trading system (ETS). The train-the-trainers approach is being used to teach multipliers how to spread knowledge within the central institutions. Over time, the project will thus create the conditions for introducing a national ETS or a link to the European emissions trading system.

State of implementation/results

• Since the start of the project, approximately 1,000 participants have acquired the necessary skills through capacity building to create and submit monitoring plans and emissions reports.

• An innovative, customized web-based DMS has been developed. Through transparency, precision, and comparability, the DMS enables the management of mitigation measures and monitors progress towards achieving climate-related goals.

• Over 700 industrial facilities from the energy and industrial sectors submit their monitoring plans and annual emissions reports via the DMS. These facilities are responsible for about 50% of greenhouse gas emissions, approximately 250 million tons of CO₂ equivalent. Several Turkey-specific guidelines have been created to support MRV processes and navigation within the DMS. To contribute to the impact of the project, a website has been established (carbon-turkey.org).

• The brochure "MRV in Practice – Turkey's Experiences in Designing and Implementing the MRV System for Greenhouse Gas Emissions" has been created to present experiences and insights from establishing the MRV system for the Turkish energy and industrial sector.

• As part of an official collaboration between MoEUCC and the Turkish Directorate General of Civil Aviation (DGCA) in the Ministry of Transport and Infrastructure, an MRV system has been established that covers emissions from domestic and international flights (CORSIA).

• Benchmarking studies have been conducted in cooperation with the cement and glass sectors. These studies provide insights into how various benchmarking options affect the Turkish cement and glass industry and establish a connection with future greenhouse gas emissions regulations such as the Green Deal and ETS, as well as the specific needs of the sector. Capacity-building activities to support the implementation of an ETS based on "Grandparenting" began with measures for the MoEUCC related to the application of "Grandparenting" using the operation of the data management system with historical emissions data. The World Bank's Partnership for Market Implementation project will build on the work of the GIZ project in Turkey. are being conducted for MoEUCC and relevant stakeholders in connection with the establishment and implementation of the EU ETS.m 2023 on.
