Ambitious City Promises: Commitments for low-carbon urban development in Southeast Asian large cities

Several Southeast Asian countries have long experienced rapid economic growth and urbanisation – and large, fast-growing cities contribute significantly to greenhouse gas emissions. The project supported selected cities in Indonesia, the Philippines and Viet Nam in developing local climate change mitigation plans, which were characterized by specific goals, holistic strategies and the involvement of various stakeholders. Implementation was carried out in cooperation with the government of the Seoul metropolitan region, which published an unprecedented reduction plan in 2015 – the ‘Seoul Promise’. Low-emission development paths for cities (‘City Promises’) were developed in the project cities and their implementation was supported. Each regional government developed locally adapted climate change mitigation targets and action plans, which were tailored to the individual framework conditions and priorities. In this way, the project also contributed to the implementation of the partner countries’ NDCs.

State of implementation/results

  • Project completed.
  • The closing workshop of the project took place on the 25.06.2021 and in this framework the official handover of the urban mitigation strategies to project cities was celebrated-
  • The project was presented at the first Daring Cities conference held from 7-28 October 2020, highlighting Pasig City, as a regional trendsetter in tackling greenhouse gas emissions and sharing DKI Jakarta's strong climate commitment in the city’s medium-term development plan.
  • Capacity building activities targeting the youth groups through the behavioral change intervention pilot projects have been completed in Pasig City and Jakarta.
  • The implementation of both infrastructure and behavioral change pilot projects has commenced in all model cities (Jakarta, Pasig City and Hanoi).
  • The pledge platform of Jakarta, which is collecting money for projects regarding energy and green building, transportation and air quality, and solid waste management, was made available to the public during a soft launch on 15 December 2020.
  • The social media campaigns for the three model cities are launched via Facebook and Twitter and have reached so far at least 200.000 individuals.
