ACCION Clima III - NDC implementation Costa Rica and regional knowledge exchange
Costa Rica wants to implement its ambitious national climate targets in sectors and actively contribute to the regional and international dissemination of good climate policy approaches. For this purpose, the project strengthens climate-friendly governance and institutional capacities for integrated climate protection strategies and policies. It develops ambitious NDC implementation projects, i. a. in the transport and waste sectors. It supports financing arrangements with the private, insurance and banking sectors, the linking of green fiscal reform and climate incubators, and the development of monitoring mechanisms. The project also strengthens cooperation on climate protection at local level with municipal actors and the private sector. Green recovery also plays a role here. Regionally, it provides a hub for innovative NDC implementation as well as an interface for ICI projects in Central America and the Caribbean.

State of implementation/results
- As part of the Climate Change and Biodiversity Business Acceleration Program, eight Costa Rican companies have been selected based on their level of innovation, their work and their potential for growth and posi-tive impact on climate and nature. They will undergo a special advisory process tailored to each company in order to strengthen their business capacities, form strategic alliances, promote their national and interna-tional expansion and present themselves to potential investors.
- The municipalities of Tarrazú, León Cortés and Dota are implementing the results of a feasibility study commissioned by the project, which ex-amined the construction and operation of a plant for the treatment of or-ganic household waste in the Los Santos region. The study shows that a public-private partnership to convert this waste into agricultural inputs can reduce CO₂ emissions by 27% within 10 years. This promotes a circular economy model that is transferable to the whole country. The project is being implemented in several phases and is receiving support from the project and the Institute for Community Development and Advisory Services (IFAM).
- A new digital catalogue (04/24) shows the experiences and solutions from Costa Rica that can be used to achieve the region's climate goals and replicated in other countries.
- The "Disruptive Municipalities" competition, which has been supported by the project and IFAM since 2023, aims to support municipalities in developing projects to strengthen climate change resilience. After an intensive four-month process based on design thinking and consultation on climate adaptation, nature-based solutions and social inclusion, 12 innovative and fundable project proposals were developed. Three of these were selected in the categories of competitiveness and management, inclusive public spaces and climate resilience and will be funded by IFAM and the project with USD 100,000 each.
- The project coordinates a thematic community for the dissemination of solutions for reducing greenhouse gas emissions on the PANORAMA Solutions knowledge platform.
- Since 03.08.2023 the podcast "The Countdown to 2050" presents contributions to IKI project activities in Central America and the Caribbean. Information, results and progress of the project are disseminated in social networks (Facebook, Instagram, Twitter, LinkendIn) of GIZ Costa Rica, the project’s own IKI-CA-C website and in the IKI Newsletter Central America/Caribbean.
