ACCION Clima III - NDC implementation Costa Rica and regional knowledge exchange

Costa Rica wants to implement its ambitious national climate targets in sectors and actively contribute to the regional and international dissemination of good climate policy approaches. For this purpose, the project strengthens climate-friendly governance and institutional capacities for integrated climate protection strategies and policies. It develops ambitious NDC implementation projects, i. a. in the transport and waste sectors. It supports financing arrangements with the private, insurance and banking sectors, the linking of green fiscal reform and climate incubators, and the development of monitoring mechanisms. The project also strengthens cooperation on climate protection at local level with municipal actors and the private sector. Green recovery also plays a role here. Regionally, it provides a hub for innovative NDC implementation as well as an interface for ICI projects in Central America and the Caribbean.

State of implementation/results

    Work with young people
    • The project also provided technical support in 2024 for the Operation COP initiative, which prepares young people for their participation in climate negociations at the COP. ACCIÓN Clima provided technical advice on climate justice, the private sector and climate action.
    Local climate protection
    • The municipality of Goicoechea was supported in designing an organic waste treatment project and analysing its feasibility.
    • The project developed and implemented training programmes for local governments on climate change, water resources and waste management together with the Institute for Municipal Development and Advisory Services (IFAM) to promote the use of an IFAM funding line among local governments.
    • In July 2023, the project supported the IFAM in organising the ‘Disruptive Communities’ competition, with the aim of promoting the development of projects by municipalities that are oriented towards the challenges and opportunities of climate change. Twelve teams are now being supported in developing projects for public spaces and contributing to the realisation of national climate targets.
    Biodiversity
    • An innovation programme has been launched to support public institutions in finding innovative solutions for biodiversity and climate change. Four teams have been selected to develop four project proposals for the management of at least two climate refuges for biodiversity by 2024, which is a goal of the country's national adaptation plan. At least one of these proposals is to be implemented within the project.
    • Together with the IKI project BioFrame, ACCIÓN Clima is supporting the process ‘Transforming the agreement into action, restoring biodiversity from women's perspective’. This aims to identify and create instruments for women who are active in the field of biodiversity in order to expand their political influence. Various exchange formats helped to network around 30 female park rangers, train them in the use of specific instruments for political participation and emphasise their importance for the conservation of biodiversity.
    Mobility & Energy
    • The Ministry of Environment and Energy (MINAE) received support in the development of a roadmap for the electrification of transport in the tourism sector.
    • The project supported the city of Heredia in the planning and budgeting for the remodelling of Avenida Central with nature-based solutions to promote active mobility for pedestrians and cyclists; responsibility for the construction lies with the city council of Heredia.
    Exchange of knowledge and experience
    • The project manages a thematic community for the dissemination of solutions to mitigate greenhouse gas emissions on the PANORAMA Solutions knowledge platform.
    • Since 03.08.2023, the podcast "The Countdown to 2050" presents contributions on IKI project activities in Central America and the Caribbean.
    • Information, results and progress of the programme are disseminated on GIZ Costa Rica's social networks (Facebook, Instagram, Twitter, LinkendIn), on the IKI-CA-C website and in the IKI Newsletter Central America/Caribbean.
