The IKI project "Enhancing Climate Services for Infrastructure Investments", CSI for short, advises authorities and decision-makers in its partner countries to use needs-based climate information and risk assessments in investment planning. The aim is to better identify climate risks and create a basis for affordable and sustainable measures to adapt to climate change. In March and April 2021, the project hosted the third CSI Gloal Forum, this year in several and different online formats. Among the speakers was the Brazilian Vice-Minister of Infrastructure, Marcelo Sampaio, who in his contribution also discussed his ministry's cooperation with the IKI projects Climate Services for Infrastructure Investments (CSI) and ProAdapta in Brazil. In his speech, the Vice Minister describes the necessity of managing climate risks and the many co-benefits of a sustainably oriented infrastructure policy.

Hello, I am Marcelo Sampaio, vice-minister of Infrastructure from the Federal Republic of Brazil. I would like to start by thanking you for the opportunity of speaking at the 3rd CSI Global Forum.

The Ministry of Infrastructure is responsible for formulating and implementing public policies in the transport sector. We have a great challenge to provide highways, railways, ports, and airports in a country with continental dimensions and we are working to double the participation of rail transportation in Brazil in the next 5 years.

Brazil continues in its firm commitment to the Sustainability Agenda. We maintain more than 60% of our forest reserves preserved, and more than 80% of the Amazon rainforest fully preserved. Additionally, 44% of our energy matrix is renewable. We know the challenge of maintaining this agenda for our next generations and we will continue to improve it every day.

The Ministry of Infrastructure has a set of attributes: respect for life, logistical efficiency, institutional excellence, territorial planning and integration and socio-environmental responsibility.

We have several initiatives. I highlight that in 2019 the Ministry of Infrastructure signed a Memorandum of Understanding with the German Cooperation Agency (GIZ). Our goal is to increase cooperation and information exchange between sustainability and climate change agencies.

In this sense, we have been working on several actions. Firstly, we updated the Social and Environmental Guidelines of the Ministry of Infrastructure. This is the main document, the reference, for the Ministry and its respective entities in the area concerning the socioenvironmental management agenda.

We are also working on training public servants and preparing studies that will allow the management of climate risks on the Infrastructure agenda. We are already carrying out impact analyses in the port sector and in the land transportation sector.
