After five years of successful cooperation with the Ministry of Mines and Energy (MME) accelerating low-carbon urban investments in Brazil, the project Financing Energy for Low-Carbon Investment – Cities Advisory Facility (FELICITY) concludes its activities in June 2022. The joint initiative of the European Investment Bank (EIB) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has enabled cities and metropolitan regions to develop and implement renewable energy projects eligible for international funding.

Felicity's activities in Brazil are coordinated nationally by the Department of Energy Development (DDE) of the Department of Energy Planning (SPE) of the MME and implemented with subnational entities such as the State of Santa Catarina, through the Superintendence of Development of the Metropolitan Region of Great Florianópolis (SUDERF), and the cities of Porto Alegre and Maringá. The project also cooperates with regional development financial institutions, such as the Regional Development Bank of the Extreme South (BRDE) and the Development Bank of Minas Gerais (BDMG).
