National Comprehensive Three-dimensional Transportation Network Planning Outline

The outline is a strategic top-level policy guiding the development of a comprehensive and fully integrated transport system in China with a planning period from 2021 to 2035, and a vision to the middle of this century. The policy builds up on the Outline for Building China’s Strength in Transport, which was released on 19 September 2019 and is fully aligned with the goals of the 14th Five-Year Plan (2021-2025) and the Long Range Objectives Through 2035 and other relevant policies, roadmaps and targets.
