The report “Don’t bypass people. Tracing NDCs to (local) climate action” analyses barriers to the successful implementation of the NDCs on the national, regional and local level and to coherent and comprehensive reporting thereof. Additionally, it examines factors that help or hinder meaningful participation of civil society. It offers a synthesis of research conducted in Argentina, Chile, Costa Rica, Moldova and Kazakhstan.
