Bottom-Up GHG inventory and MRV of measures
Emissions inventories and measurement, reporting and verification (MRV) of mitigation actions in the transport sector show synergies and limitations. This report explores particularly to what extent inventories can monitor single mitigation measures. In comparison to top-down assessments in national inventories, bottom-up inventory models allow a more detailed analysis, but require an extensive data collection. This paper concludes that using bottom-up data for the MRV enhances the comparability of the measures effects. Data collected additionally may be used to increase the level of details of the inventory. However, data inconsistencies can limit their applicability.
