Empowering Homeowner Associations

The IKI supports the Energy Efficiency Fund's Marketplace for Sustainable Building Modernisation in Ukraine. 

The Energy Efficiency Fund (EEF) is a financial mechanism established to promote energy-saving measures and sustainable energy practices. It provides grants and loans to support homeowner associations (HoAs) in improving the energy efficiency of their multi-family buildings and, ultimately, reducing energy consumption as well as long-term energy costs for the households. By promoting and enhancing energy-savings, the Fund helps mitigate the economic and environmental impacts of the ongoing war and facilitates the country's transition towards a more sustainable and resilient energy system in the long term.

How the International Climate Initiative (IKI) supports the EEF 

The IKI has been supporting the establishment, sustainability and future-oriented development of the EEF for several years. Project results from the years 2021-2023 have shown that, when participating in EEF programmes, homeowner associations usually face challenges in finding professional contractors and quality materials. The IKI project is thus supporting the EEF with the development of a web platform. The intention is for this “Marketplace” to establish a convenient platform for HoA personnel to find contractors, energy auditors and materials in a single location for the modernisation of their residential buildings. The Marketplace is therefore designed to ensure that only proven companies as well as materials that meet the standards of the modern construction industry are published and promoted there. 

"We have created a marketplace to unite service providers and recipients within the framework of the programmes we are implementing," commented Ihor Krechkevych, Technical Director of the Energy Efficiency Fund. — “In recent years, we have often received requests from homeowner associations – our only beneficiaries – for help with the search for contractors. But giving such a recommendation would contradict the policy of the EEF, which is not permitted to affect the HoAs’ decisions in any way. An online platform where companies with relevant certificates can post their offers will help participants in our programmes. Here, HoAs will be able to search for contractors according to their needs. We are convinced that the platform will create transparent communication and will therefore contribute to rapid modernisation of the country.”

Web platform connects Homeowner associations with reliable contractors

Users sign up to the portal through the id.gov.ua service. By logging in to the personal account, HoAs can add and edit data about their buildings, indicate the list of energy-efficient measures implemented and the estimated cost of the project (according to the energy audit) and provide other information. In addition, they can create new ads, edit existing ones, view offers and responses of contractors to their own announcements, write messages and confirm cooperation. After the cooperation is completed, HoAs can write a review about the contractor. Other associations can view this feedback and this, in turn, will contribute to ensuring the highest quality of services.

This convenient platform for HoAs to use will enable rapid implementation of energy-efficient and renewable projects. Representatives of HoAs can use the online platform to search for service providers, including energy auditors, project design documentation developers, technical supervision specialists or construction companies and contractors. The Marketplace has also created a catalogue of goods with everything necessary for thermal modernisation and restoration of apartment buildings (thermal insulation materials, insulation systems, windows and doors, equipment for heating systems and gas boilers, etc.). The catalogue of service and goods providers is constantly being expanded.

Significant step towards energy-efficient modernisation 

In conclusion, the establishment of the Marketplace by the Energy Efficiency Fund represents a significant step towards streamlining the energy-efficient modernisation of multi-family buildings in Ukraine. By connecting homeowner associations with reliable contractors and quality materials, this platform will accelerate the country's transition towards a sustainable and resilient energy system, ultimately benefiting households and mitigating the impacts of the ongoing war.
