What is measured

‘SI 4 - Capacity People’ definition: ‘Number of people directly supported by IKI projects through networking and training to address climate change and/or to conserve biodiversity.’

 

Since 2022, the IKI has been using this indicator to collect data on the scope of all training and networking measures of IKI projects that (aim to) develop personal or professional competencies.

These include participants in various kinds of educational formats (e.g. degree programmes, massive open online courses, professional development courses), individuals who receive on-the-job training as well as individuals who have been able to build professional networks with the help of the project. The indicator does not track people who obtain information passively - for example via newsletters - without participating in training or attendees at events that are not, or only marginally, focused on capacity development (such as steering committee meetings).

The projects should also break down their data further by gender and type of actor and provide further information on the content of capacity development.

The details

Compared to the other Standard Indicators, SI 4 is used most frequently for reporting. So far, 82 projects have submitted plausible target and/or actual values. Most of the projects originate from the funding area ‘Mitigation of greenhouse gas emissions’. Measures to support capacity and/or network development are very diverse and range from the implementation of multi-year training programmes to the promotion of networking by means of dialogue platforms. Compared to the previous year’s SI analysis, the actual figure rose by over 110,000 individuals or 159 per cent.

In total, 82 projects reported on ‘SI 4 - Capacity People’.

For the first time, the available data for SI 4 can now be analysed in a disaggregated manner by gender and group of actors.

Gender

The reporting projects submitted gender data for 49 per cent and thus for almost half of the individuals supported. 25 per cent of the individuals supported identify as women. 0.04 per cent identify as diverse.

Groups of actors

The projects only provided data on groups of actors for 30 per cent of the individuals supported. Civil society emerged as the most supported group of individuals.

Project example: Transformative pathways – indigenous peoples and local communities leading and scaling up conservation and sustainable use of biodiversity

The project supports local initiatives in four countries – namely Kenya, Peru, the Philippines and Thailand - in self-determined land and resource management and in the development of local monitoring systems to demonstrate results and successes. Three project employees were chosen as members of the ad hoc technical group of experts for indicators for the CBD framework and took part in preparatory meetings. They will work on the operationalisation of the monitoring framework until CBD COP16.

By the end of 2022, the project had already provided support for 2.086 IPLC members through capacity building measures; most of them were private individuals. They participated in trainings and other formats for sustainable management and the conservation of biodiversity.
