Advancing and measuring sustainable consumption and production (SCP) patterns for a low-larbon economy in middle-income and newly industrialized countries (Advance SCP)

The sustainable consumption and manufacture of products reduce the emission of greenhouse gases, and to achieve this, the project helped to establish the principle of “Sustainable Consumption and Production (SCP)” in eight emerging economies in Southeast Asia, Africa and Latin America. It also supported the development and introduction of “Sustainability Information Systems” (SIS), which form a basis for informed consumer decisions, help to reduce greenhouse gas emissions and improve resource efficiency along value chains. The activities focused on institutional strengthening, technical training, knowledge transfer and the development of integrated policy solutions. The project also identified options for national mitigation actions (NAMAs).

State of implementation/results

Project completed.
Organization of the international conference "The extended Southeast Asian Conference: GPP and eco labels as promoter for innovation, qualification and Green Transformation" in Chiang Rai, Thailand in September 2016. The conference was attended by over 80 participants from 16 countries.
Implementation of the regional training "Regional Capacity Building: measuring carbon emission of non-electrical products and Lifecycle Costing for construction works focusing on energy consumed and Material Applications" in Port Dickson, Malaysia in November 2016. The participants from Indonesia, Malaysia, the Philippines and Thailand learned the details of the LCC (Life Cycle Costing)/LCA (Life Cycle Analysis) methodology and how it has to be adapted in the implementation of GPP.
The Thai Ecolabel adjusts to the Blue Angel (German eco label). First discussion on the mutual recognition of the Thai green labels and the Blue Angel in April 2017.
First national promotion activity for GPP in Indonesia in August 2017. The importance of GPP and ecolabels was explained, the first environmentally friendly products were presented and the next steps discussed. Experts from Thailand and Japan completed the information for the participants.
In Thailand 34 items have already been included in the "Green Cart" programme – 25 of them being products and nine services. The level of ambition of the criteria was continuously adjusted.
The project also supports the further development of a digital SPP procurement platform. - In Indonesia, a pilot project on the procurement of sustainable paper and office furniture was carried out, on the basis of which political steering mechanisms, product criteria based on market analyses, an SPP action plan and guidelines were developed.
In the Philippines, a pilot project was also initiated with the aim of intentionally anchoring sustainable public procurement (SPP). Existing procurement criteria were revised, new criteria developed and a political steering structure established.
In Malaysia, the project supported the "MyRelamp" pilot project, in which MyHijau certified energy-efficient indoor and outdoor lighting was procured in eight cities through savings and leasing contracts. Similarly, certification guidelines for new public buildings were developed in partnership with UNDP and a NAMA project application for efficient data centres was processed.
