Support to the Cities Climate Finance Leadership Alliance II

The Cities Climate Finance Leadership Alliance II (CCFLA II) is a follow up project of CCFLA, a global coalition of institutions committed to increasing finance for city-level climate action. This grant funds the implementation of CCFLA’s outreach strategy, especially through effective communication activities, regional and global events, and the development of a knowledge hub. The grant also supports CCFLA in implementing its advocacy strategy and activities associated with hosting the Leadership of Urban Climate Investment (LUCI) framework - focused on tracking progress and promoting project-level collaboration between CCFLA members’ initiatives. CCFLA II also focusses on strengthening local structures.

State of implementation/results

  • The project has held and co-organised a number of events since it began in March 2024, including
    • an informative event on the decarbonisation of buildings with experts (May 2024),
    • various events as part of the World Urban Forum (WUF) such as "Bridging the Gap - Unlocking Finance for Local Climate Projects", which discussed the difficulties of urban climate financing and possible solutions.
    • The next upcoming event is the CCFLA Annual Assembly in June 2025, where the focus will be on breaking down existing barriers to urban climate finance with the help of members and various stakeholders.
  • The project has also published several publications, including blog posts, factual reports and policy recommendations. Highlights are:
    • the policy brief "Integrating Urban and Subnational Priorities into Country Platforms" on multilevel climate finance highlighting the importance of country platforms in linking these different levels (April 2025)
    • and the report "State of Cities Climate Finance 2024" on the state of urban climate finance from September 2024, which includes a most comprehensive assessment of urban climate flows and needs worldwide and is intended to serve as a basis for action to mobilise finance for climate action at the city level by 2030.
  • The LUCI project programme is further expanded, specialised and interconnected, for example through workshops on project planning, implementation and networking.
  • Strategy papers such as the scoping paper on financing adaptation and resilience from March 2025 ensure the continuous further development of CCFA's project and implementation strategies.
  • CCFA also participates in many international conferences, such as the New York Climate Week, the Central Asia Hub Forum and the World Urban Forum (WUF), to advocate for more urban climate finance internationally and ensure strong representation of interests.
