Methane Portfolio of Climate and Clean Air Coalition (CCAC)

Methane is a powerful greenhouse gas many times more powerful than carbon dioxide at warming the atmosphere, responsible for nearly 45% of current net warming. A considerable reduction of methane emissions over the next 10 years is essential to limit global warming to 1.5°C and avoid devastating climate tipping points. According to various estimates, it has the potential to prevent global warming of around 0.3 °C by 2045. The 2021 CCAC-UNEP Global Methane Assessment showed methane emissions from fossil fuels and waste sectors can be reduced by 60% and 35% respectively with no- and low-cost measures this decade. 155 countries have since signed onto the Global Methane Pledge, a voluntary commitment to reduce global methane emissions by at least 30% by 2030 relative to 2020 levels. This project will support developing countries in achieving their methane reduction targets, building technical capacity, supporting policy and regulatory frameworks in fossil fuels and waste, and driving innovative methane solutions worldwide.

State of implementation/results

  • In 2024/2025, six project proposals from two different funding mechanisms under CCAC - transformative action call for proposals and Fossil Fuel Regulatory Programme (FFRP) – were earmarked for IKI funding. ). The selected projects focus, inter alia, on improving organic waste management and reducing methane emissions in Panama, Paraguay, and Senegal, market waste reuse in Uganda and Kenia and methane mitigation initiatives in the oil and gas sector in Iraq and Ghana.-- The transformative action call was aimed at intaking proposals from not-for-profit entities to advance transformative actions across short-lived climate pollutants (SLCP) sectors including fossil fuels and waste. Specific focus areas were designed for each sector. In fossil fuels sector, focus areas were based on developing policies and regulations as well as capacity for implementation for methane reduction. In the waste sector, focus areas addressed waste valorisation and organic waste diversion, supporting sub-national waste methane mitigation, and tackling open burning to improve air quality (see CCAC website at www.ccacoalition.org/… for further details).
  • A total of $6 million was available for this call, with a maximum project funding of $1 million per application. These funds were made available from the CCAC Trust Fund, to which various states and other donors contribute on a voluntary basis (www.ccacoalition.org/…). 614 proposals were submitted, with requested funding totalling $394 million. 249 proposals were longlisted for a full evaluation. As a result, the following projects were earmarked for IKI funding through transformative action call for proposals:
    • Panama: Accelerating actions to improve organic waste management and reduce methane emissions (Project number PA-24-003, available at: www.ccacoalition.org/…)
    • Paraguay: Actions to improve organic waste management and reduce methane emissions in medium and small communities (Project number PY-24-002, available at: www.ccacoalition.org/…
    • Senegal: Develop a National Organic Waste Management Strategy targeting short-lived climate pollutants (Project number SN-24-002, available at: www.ccacoalition.org/…)
    • Waste to Wealth: Using innovative gender-responsive business models to turn organic market waste into organic fertilizer and animal feeds (WAWE) (Project number WST-24-007, available at: www.ccacoalition.org/…).
  • In late September 2024, the CCAC launched the Fossil Fuel Regulatory Programme (FFRP) together with Clean Air Task Force (CATF) which provides support to low- and middle-income governments in taking immediate action to reduce methane emissions from the oil, gas, and coal sectors (more details at: www.ccacoalition.org/…:~:text=The%20Fossil%20Fuel%20Regulatory%20Programme%20will%20support%20up,regulatory%20frameworks%2C%20and%20enforce%20compliance%20with%20existing%20frameworks). Under FFRP, two projects were earmarked for IKI funding:
    • Iraq: Develop a vapor recovery roadmap and guidelines for leak detection and repair for the oil and gas sector (Project number IQ-24-003, project page pending)
    • Ghana: Develop methane guidelines for implementation of the new Petroleum Regulations (Project number GH-24-006, project page pending).
  • Additionally, following the waste brief published by the CCAC Secretariat with the support of the CCAC-TEAP Co-Chairs (Ireland and Senegal) and Waste Hub Leadership Group, and approved by the Board, two methane mitigation technologies have been identified that present potential for scale-up – one of which is black soldier fly (BSF) technology. As a response to that, a comprehensive CCAC-TEAP report was commissioned with IKI funds, which was published in spring 2025.
