The Global Innovation Lab for Climate Finance

The lab identifies, develops, and conducts stress tests and helps launch innovative financial instruments to drive private finance for energy efficiency, renewable energy, sustainable transport, climate-smart agriculture, and other key sectors to a sustainable economy. Since 2014, the Lab programs have launched 55 instruments, which have collectively mobilized over USD 3.2 billion. Lab instruments are being piloted in Latin America, Sub-Saharan Africa, and India, with plans to scale to other developing countries. The Lab is an extremely efficient use of donor funds: For every dollar invested in the Lab Secretariat (CPI) to manage and implement the program, the Lab has mobilized over 200 USD in direct climate investments in developing countries.

State of implementation/results

  • The aim of the Lab is not only to design new financing approaches, but also to put them into practice. Therefore, the Lab cycle is based on an open "Call for Ideas" where organisations are invited to submit innovative concepts for leveraging private finance and these ideas are then analysed, further developed and presented to potential donors and investors for financing by the Lab participants (including private and public banks, insurance companies, foundations and governments).
  • Since its inception, the Lab has supported 78 financing instruments that have leveraged more than USD 4.2 billion in climate finance for emerging economies. By 2025, the Lab will accelerate nine new instruments to finance climate-friendly projects such as clean energy, sustainable agriculture and climate-resilient infrastructure.
  • The nine proposals are now in the final stages of preparation. Some teams have also applied for the Lab's Pre-Seed Facility, which offers financial support to promising proposals at an early stage. The process will conclude with the Global Endorsement Meeting in São Paulo, Brazil, in the run-up to COP30 in Belém.
  • At the end of this cycle, the Lab will publish detailed reports on all nine vehicles, outlining their design, implementation pathways and key findings from the Lab process, including stakeholder discussions and technical input.
