ARCH - Action for Regional Climate Help: Bottom-Up Youth Climate Governance in North-East Africa
Egypt and Sudan face notable challenges in adequately addressing climate change through progressive climate adaptation and mitigation policies. This is partly because the civil society, especially youth, is hardly involved into the discourse. The ARCH project seeks to enhance the capacities, network and voice of Sudanese and Egyptian youth-led organizations (YLO). The problems lie in a fragmentation of the youth movement, a lack of technical skills, and contacts with both the authorities and partners and donors. YLO should be able to engage more effectively in the fight for climate protection and project work. For this purpose, the project utilizes experience-based learning, simulation gaming and futurology methods. Amongst others, YLO will use the learned skills to write high-quality policy proposals, to pilot climate initiatives, and to enter into a dialogue with national policy-makers to discuss their work and recommendations.

State of implementation/results
- National Policy Paper writing workshop and competition
- Implemented between October 2023 and January 2024 in Egypt and Sudan
- 29 policy papers were produced by participants
- In Egypt, the competition was conducted as a mock parliamentary session
- Implemented separately in Egypt (07.-09.03.2024) and Sudan (03-06/2024, online)
- Participants engaged in discussions to understand and document regional challenges and solutions related to climate change, drawing on their own local expertise to draft regional policy papers
- Implemented separately in Egypt (30.05.-01.06.2024) and Sudan (07-08/2024, online)
- Participants came together and were introduced to the methodology of scenario building to deal with climate change
- Participants brainstormed pertinent issues affecting their local regions in their countries and created imagined scenarios of what they will be like in 2050 to formulate better policies that are sustainable and take into account numerous possibilities
- In Egypt, selected participants implemented their seed funding initiatives between 12/2023 and 05/2024
- In Sudan, the initiatives are implemented in online formats with the first initiatives starting implementation in 06/2024
- Implemented separately in Egypt (04-08.12.2022) and Sudan (22-26.01.2023)
- Brought together 30 young participants in each country, representing youth-led organizations
- Focus on understanding climate change, governance, policies, and institutional dynamics
