Promoting Nature based Solutions for resilient, low carbon and biodiverse territorial development (SolNatura)

Colombia is heavily impacted by climate change and extreme weather events. Transformative action is needed for sustainable development. The project SolNatura aims at creating local capacities and experiences by promoting implementation of NDC related Nature-based Solutions (NbS). A project facility will support, for instance, local projects of forest conservation and reforestation, water saving and harvesting schemes or restoration of critical ecosystems in 3 departments (Huila, Santander and Córdoba). The project not only applies a broad participatory approach engaging local stakeholders in the project implementation and knowledge sharing; it also develops innovative financial instruments for scaling-up these NbS, improves regional framework conditions for territorial development models, strengthens national M&E/MRV systems and documents evidence for national policy advice.

State of implementation/results

 

  • Three memorandums of understanding signed with regional entities to advance NbS Innovation and Research clusters in the departments of Córdoba, Santander, and Huila. Launch events were held with regional and national stakeholders, securing 51 commitment letters, and signing contracts for cluster operation and technical secretariat support.
  • NbS portfolios developed in each department, comprising 20 NbS tailored to enhance the territorial development model. Expert panels reviewed the portfolios' implementation and indicators in the departments of Neiva, Montería, and Bucaramanga. Activities in this process included structuring NbS portfolios, cost-benefit analysis, and defining indicators for adaptation, mitigation, and biodiversity.
  • Fondo Acción is supporting the creation of five new or adapted financial instruments for NbS implementation and has begun a crucial demand analysis to ensure effective implementation and resource flow. Additionally, potential actors for applying these instruments have been identified, and engagement guidelines have been provided.
  • A comprehensive strategy has been developed to integrate NbS into the five financial instruments, comprising three planned programmes: adapting NbS financial tools, mapping demand, and enhancing project evolution. Additionally, a comparative matrix of climate and biodiversity indicators has been created to inform the design of financial instruments and project selection.
  • Seven key organizations and two special entities interested in NbS financial instruments have been identified, and plans are underway to support their capacity development and establish additional partnerships to broaden NbS support.
  • A financing facility for NbS implementation will be established. Following its validation as an Impact Private Equity Fund, the financing facility for NbS implementation is being developed and will be launched at COP16 (date to be determined).
  • In the implementation regions (Córdoba, Huila, Santander), key management and coordination meetings were facilitated to develop plans for integrating NbS into local governance and dialogue processes.
  • At national level, SolNatura supported the development of Colombia’s NbS Guide, Strategy, and Network by consolidating work plans with DNP and MinAmbiente, facilitating national dialogues, identifying financing opportunities, and enhancing the consolidation of the National NbS Network.
  • SolNatura supported GIZ's Conversapolis format, a dialogue and exchange platform on sustainable urban development, by organising an event focused on NbS for cities and NbS financing. The workshop finalized the strategy for incorporating NbS into Development and Action Plans and produced two guidebooks on NbS fundamentals and financing.
  • Regional workshops validated capacity development grids for the departments of Córdoba and Santander, while Huila’s was postponed due to local festivities. A virtual moderation course for key stakeholders was conducted, with NbS and project formulation courses planned for October before the SolNatura call for proposals.
  • Progress includes analysing national monitoring and evaluation systems for integrating NbS, reviewing various frameworks and indicators. A workshop is planned to assess these systems, identify improvements, and enhance interoperability.
  • The project developed gender criteria for NbS governance in Córdoba and Santander. A process will be initiated to support the implementation of these actions and to develop a gender-focused toolkit, aligned with national gender and climate strategies.
