Laying the foundations for long-term low-emission development strategies (LTS)

The Paris Agreement invites the parties to submit long-term strategies (LTS) for greenhouse gas neutrality. The project equips partner countries with tools to develop them and better link them to Nationally Determined Contributions (NDCs). To this end, it supports various formats of stakeholder consultations, in which international donors also take part. In these, experiences are exchanged in order to create favorable conditions for net-zero LTS in selected countries. The countries participating in the in-depth implementation phase of the project are finally selected in close consultation with the German government. In order to achieve a multiplier effect, the knowledge gained is shared beyond the project.

State of implementation/results

    Pakistan
    • The Ministry launched the Long-term Vision (LTV) at COP28 on 05.12.2023, with speakers including a Senator from Pakistan and representatives of the Pakistan Climate Change Council, UNDP, ADB, and NDCP.
    • The Government is planning to publish the LTV in June 2024.
    Jamaica
    • Jamaica’s Long-term Low Emission Development Strategy (LT-LEDS) and LT-LEDS operationalization plan have been successfully completed.
    • At an event at COP28 organized under the remit of this project, Jamaica shared the process that has been undertaken in the country to complete the LT-LEDS, including broad stakeholder engagement and a strong governance mandate.
    Rwanda
    • The project was successfully concluded on 22.06.2023 with the final deliverable, a pilot Investment Plan for the Green Growth and Climate Resilience Strategy (Rwanda’s LT-LEDS), focusing on landscape restoration, catchment management, climate-resilient agriculture, green rural settlements, livelihoods, and resilience in the Rwandan Southern corridor.
    Senegal
    • The work is being delivered by an in-country consultant ENDA Énergie under the guidance of the Ministry of Environment, Sustainable Development and Ecological Transition (MEDDTE) and in alignment with the ongoing Deep Decarbonization Pathways project on the elaboration of a full long-term strategy.
    • A launch meeting in August, political round table in November, and a COP28 side event were organised to communicate the process and the identified country priorities.
    • The second draft of the Vision document is currently being reviewed by a technical working group composed of key stakeholders from ministries, academia, the regions, and national associations. They met on 19.02.2024 to review and ensure a good integration of stakeholder inputs in the second draft of the Vision document.
    Tanzania
    • The Government of Tanzania signed a letter of intent on 11/2022 confirming their participation in this project.
    • During a mission to Tanzania in 02/2024 the Platform held a meeting with the Vice President’s Office and Ministry of Finance to finalise elements of the project scope ahead of official project start.
    • Procurement of in-country consultants is planned to take place in March 2024, with works starting soon thereafter.
