Nature-based solutions for Land- and Seascapes in Indonesia (LASSO)
Inadequate landscape management and unsustainable land use threaten the Indonesias ecosystems. The project mitigates the degradation of land and seascapes in Indonesia, increasing the resilience of ecosystems and thereby promoting climate-resilient livelihoods. National, sub-national and local stakeholders improve spatial and development planning by incorporating principles of green and blue economy. The project promotes sustainable business models, ecotourism as well as integrated waste management, access to sustainable finance and supply chain partnerships. Upscaling will enhance national planning processes and promote a strong interest among farmers—including young people, women and indigenous groups.

State of implementation/results
- The project was launched by the Ministry of National Development Planning of the Republic of Indonesia (BAPPENAS) on 23 January 2023, followed by the signing ceremony of the Implementation Agreement and the first Project Steering Committee Meeting. There are project locations in three provinces: Bangka Belitung, Central Java and Central Sulawesi. All three provinces have sent commitment letters to BAPPENAS, confirming that province governments will support the implementation of the LASSO project, including promoting the integrated land and seascape (LaS) approach to all districts, providing human resources and in-kind contribution. The letters were signed by Head of Provincial Planning Agency (BAPPEDA) and Director of Environment BAPPENAS.
- A baseline study for three provinces (nine districts) was completed in April 2024. It contains updated information regarding provinces and an additional district profile for Parigi Moutong district profiles, stakeholder mapping, relevant regulations/programs related to land-and-seascape management.
- In July 2024, an expert meeting was conducted for the for land-and-seascape (LaS) indicators to measure the effectiveness the integrated LaS planning. The approach will be complemented by follow-up studies to develop a comprehensive system of indicators that also link with the updated Indonesia Biodiversity and Action Plan 2020-2045.
- After finalising a village typology study, the selection of intervention areas is being consulted with key stakeholders in the three provinces. This comes after the finalized assessment for the potential locations of intervention areas regarding conservation efforts, economic activities and local partner NGOs. For the development of master plans for land- and seascape planning laboratories, the stocktaking of tools was also conducted.
- A study on the current process of integrated spatial planning at national level and in five provinces has been issued to BAPPENAS for further discussions with relevant ministries. The analysis shows several gaps to be addressed, specifically on regulation, institutional setting, data infrastructure and technical guidelines, as well as technical capacity.
- A zero-plastic-waste desk study was conducted in June 2024 – reviewing aspects such as regulations, strategies, and progress on the implementation at national and sub-national levels.
- Furthermore, the project has facilitated the establishment of working groups in the three district governments in Central Sulawesi as a platform to exchange on integrated LaS planning, innovative financing, and promotion of green and blue economy. A clear emphasis will be on climate resilience and biodiversity conservation.
