Financing and Integrating Renewable Energy for the City of Butuan

The Philippine government is seeking to increase the proportion of renewable energies and use them to reduce energy costs and greenhouse gas emissions. The project supports these goals by further developing the financing and integration of renewable energies in the city of Butuan. Various urban stakeholders are working together in a Planning Group for Energy Development (PDP) with the aim of developing an inclusive, cost-effective and sustainable energy solution. A master plan for urban energy development ensures that domestic, renewable resources are used in line with the development goals, and to achieve this, the stakeholders complete a workshop series on various aspects relevant to planning in the energy sector. Armed with this newly-acquired knowledge, they can then technically and financially evaluate the proposals for energy development. The project also develops and disseminates a financing product that contributes to the implementation of the master plan.

State of implementation/results

  • Together with the City Government of Butuan, WWF co-organised an Investment Forum event in August 2025. At the event, three pre-feasibility studies on solar power, biomass and electric vehicle pilot projects were presented to a group of relevant stakeholders, such as renewable energy developers.
  • In its last implementation year, the project team is continuing to share the project experience and knowledge gained through participation in various outreach and networking events (such as the National Forum on Local Government Experiences in Energy in March 2025 or the Wind Energy Forum in May 2025).
  • The project team successfully developed the Butuan City Energy Development Plan. The plan was deliberated with relevant political and technical stakeholders from local and municipal level. In December 2024, a Council Meeting of the Butuan City Development Council endorsed the plan for institutional approval and adoption by the legislative body of the City Government. The Butuan City Energy Development Council was instituted in November 2024 to ensure that the programmes, projects and activities outlined in the plan will be implemented.
  • The renewable energy resource map produced by the project contributed to the latest update of the city government’s Comprehensive Land Use Plan, which enumerates the spatial development priorities for the next ten years.
  • The project carries out different events and forums bringing together local, regional and national stakeholders. This includes a public consultation on the Mindanao Energy Plan as well as an online seminar on green finance with local banks, financing institutions and stakeholders.
