Support for the Brazilian National Agenda for Sustainable Urban Development (ANDUS)
Urbanisation processes in Brazil are progressing rapidly, but the consequences are severe social disparities and environmental problems. The project supports federal, state and local stakeholders authorities in implementing strategies for integrated planning and in managing sustainable urban development. Mitigation and adaptation strategies, the urban-rural nexus and the importance of intact ecosystems as “green service providers” for cities are addressed. Existing regulations and instruments will be improved, expanded and tested in pilot measures. Approaches to integrated sustainable urban development are incorporated into government strategies, support programmes and funding lines. Training and dissemination concepts are intended to anchor these approaches in communities and local authorities. The German-Brazilian Urbanization Partnership also supports international learning and exchange processes.

State of implementation/results
- The ANDUS project uses a mentoring and peer-learning concept to support and network 15 local actors in Brazil:
- Mentoring programs:
- “Municipal land use planning for cities in Amazonia”: together with the Ministry of Cities (MCID) and the Ministry of Environment and Climate Protection (MMA), the project selected the five cities of Belém, Brasiléia, Itapecuru Mirim, Palmas and Porto Velho. These cities each adapted a planning tool to their municipal context in the Amazon region. In a second phase, the city of Itapecuru Mirim received additional support to implement
- “Sustainable Waste Management”: With the National School of Public Administration (ENAP), cities improve the waste collection process, recycling and occupational health and safety for waste workers: Participating cities: Pedra Branca do Amapari; Francisco Morato; Santiago; consortium of several municipalities in the Sertão dos Inhamuns; Campo Grande. In a second phase, the consortium was supported with implementation and a feasibility study.
- “Black Women for the Climate”: Together with the Department of Urban Peripheries (informal settlements) of the Ministry of Cities MCID, five social movements from Belém, Brasília, Belo Horizonte, São Paulo and João Pessoa were selected to work for climate, environment and sustainability in their communities. The project supports these women in developing local plans for climate resilience and expanding their technical knowledge and political articulation. Political talks were held with representatives of the Office of the President, various ministries and the German embassy. One of the women represented the project at the World Urban Forum 2024 in Cairo.
- The “Coalition for Sustainable Urban Development” is a collaboration between the project, its partner ministries, the World Resources Institute (WIR) and the Association of Mayors. It is committed to sustainable development in the Amazon region and represents the interests of the cities. The coalition is part of a regional network of Amazon cities and is constantly growing with new members. In 2024, it organized five virtual meetings to collect local concerns and bring them to international forums such as the G20.
- ANDUS supports the Ministry of Cities in its contribution to the National Climate Adaptation Plan (NAP) of the Ministry of Environment. 400 contributions from organizations and individuals across Brazil were collected through citizen participation (www.redus.org.br/...)
- ANDUS is supporting the Ministry of Environment in designing the national “Green Resilient Cities Program”. This initially involved a comprehensive process of citizen participation, and the governance and monitoring systems are currently being developed. Focus topics of the program: land use planning, nature-based solutions and urban greening, mobility, circular economy and low-carbon solutions (andusbrasil.org.br/...)
- The ReDUS online platform developed by the project now has over 10,000 members and new functionalities. (www.redus.org.br)
