Supporting low-emission energy industries to achieve climate targets in the Dominican Republic
The project supported the Dominican Republic in its measures to reduce GHG emissions in the power sector and in the implementation of the climate neutrality ambition by 2050. Since the start of the project, the share of renewable energies (RE) has more than tripled. Nevertheless, the energy sector was still based on fossil fuels, which caused almost 1/3 of the emissions. The project aimed to promote a coherent energy and climate policy and a shift towards a low-carbon energy economy. Far-reaching reforms at the political, institutional, regulatory and financial levels are to improve the share of RE. A long-term expansion plan for the power sector and the preparation of decarbonisation scenarios played an important role. To promote investment, approval procedures have been accelerated and innovative financing models have been developed. The implementation of pilot projects contributed to a sustainable energy supply in rural areas.

In addition, the brochure "Transforma" (transicionenergetica.do/…) documents the progress of the project every six months.
- The project is flanked by four measures, three of which are BMZ-funded triangular cooperation (TC) with Cuba, Chile (www.facebook.com/…) and Costa Rica (www.diariodigital.com.do/…), as well as a BMZ DeveloPPP measure with the company Akuo Energy. In the course of the triangular cooperation (DEK) with Chile, a high-level delegation trip to Chile took place in June 2023 with the participation of DOM Energy Minister Antonio Almonte and other representatives. In the course of the DEK with Costa Rica, an electric slow train was purchased for the botanical garden in Santo Domingo and a study on the impact of electric mobility on the distribution network in the DOM was commissioned.
- The project is preparing a study with the women's network for renewable energies MER-RD on the participation of women in the energy sector. The project also supports the MEM in gender talks (www.instagram.com/…).
- The project organised a Dominican-Cuban delegation trip to Smarter-E-Europe (Intersolar) in Munich with a total of 16 participants, among them high-ranking representatives of the transmission grid companies. (www.instagram.com/…).
- An interactive workshop was organised in April 2023 for key public and private stakeholders in the electricity sector on the topic of "Energy storage as a pathfinder for the energy transition" (transicionenergetica.do/…).
- In May 2023, a workshop on "Chile's experiences in the field of energy tenders" was held by two experts from the National Energy Commission of Chile. From the Dominican side, Energy Minister Almonte and other representatives of institutions and the private sector took part. (www.instagram.com/…).
- With the support of an expert from a GIZ project in Bolivia, the project organised a knowledge transfer on the topic of "clean cooking". The aim of the training was to train employees of the Ministry of Energy MEM in the preparation of projects in the field of clean cookers and the avoidance of energy sources with high smoke emission, such as firewood (www.instagram.com/…).
- In May 2023, the project also held a workshop on energy policy. The results of the workshop were successfully incorporated into the update of the MEM's national energy policy guidelines (transicionenergetica.do/…).
- As of July 2023, 1023 MW of wind and solar energy had been installed. This corresponds to about 15% of Dominican electricity production. Concessions for a further 1169 MW of renewable energy have already been awarded and are expected by mid-2024.
- In August 2023, the study "Potential of Pumped Storage Power Plants in the Dominican Republic" was completed and presented in the presence of Energy Minister Almonte (transicionenergetica.do/…).
- As of August 2023, the following advisory services and studies are being implemented: atlas on the potential of wind and solar energy, study on the conversion of coal-fired power plants and support in the creation of a national hydrogen strategy.
- The pilot project for rural electrification with a 55 kW PV system and a 240 kWh battery storage system in the municipality of Sabana Real was completed in September and inaugurated in October. Thanks to the plant, almost 80 families now have access to electricity for the first time (www.instagram.com/…).
